In its budget request for the State Department for the 2010 financial year, the Obama administration proposed significant increases in funding for US arms sales and military training programmes for African countries, as well as for regional programmes on the continent, and is expected to propose further increases in its budget request for the 2011 financial year.
The 2010 budget proposed to increase foreign military funding spending for Africa by more than 300 per cent, from just over US$8.2 million to more than US$25.5 million, with additional increases in funding for North African countries.
Major recipients included Chad, the Democratic Republic of Congo Djibouti, Ethiopia, Kenya, Liberia, Morocco, Nigeria and South Africa.
The Obama administration requested US$278 million to cover the cost of AFRICOM operations and Operation.

This includes the Command and General Staff College; the War College;..West Point;..Infantry Officer; Training;..Ranger Training.
English Language Training is the first step. Some of the foreign students are authorized to bring their families..and we pay for it.

There was a famous IMET student..few know about..a young officer named Muammar Gaddafi.
Some of these military students will be Muslims.
There will be an increase of FREE military equipment to these countries.

I'm as skeptical, and maybe more so, than your average citizen as to the foreign relation of this administration, but I am aware that the Horn of Africa (HOA,) is less than 20 miles from Yemen - a radical Islamic bridge into Africa, and one with which our military has strategically place itself.

This amount does not include civic action programs and USAID..this is Foreign Military Training programs. It is different than other government programs.
They will get excess military equipment we have in our inventory at no cost.
We are building up their military by training and equipping them on our tax dollars.
These countries make a request for training and equipment..the budget was not high in the past

The policy in the past was not increase the military training in Africa..and not give them special training and tactics in warfare.

Obama will send American dollars out of this country for any reason he can find. He believes that America has become wealthy by exploiting third world nations like those in Africa and Indonesia, where he grew up.

In FY04, the initial year of the program, less than $500K was spent in Africa for mil-to-mil programs. Today the mil-to-mil program is the cornerstone of U.S. Africa Command’s engagement activities, with $6.3 million allocated (FY2010)
For FY10, U.S. Africa Command has requested GPOI funding to support training programs to enhance the capabilities of the AU peacekeeping staff, the Economic Community of West African States, the Economic Community of Central African States, and the Southern African Development Community Standby Brigade Headquarters. We have also sought funding for designated member states’ tactical units pledged to the respective Regional Standby Brigades.
Addressing Conditions that Contribute to Instability
The U.S. military has a number of civil-military programs that promote good civil-military relations, provide military training benefits, and help develop the humanitarian capacity of African countries. They complement civilian development efforts and are closely coordinated with U.S. embassy country teams.
U.S. Army Africa (USARAF)
On 1 October 2009, the Secretary of the Army designated U.S. Army Africa as the Army Service Component Command (ASCC) to U.S. Africa Command. USARAF will be fully operational capable (FOC) as an ASCC in FY12, and has doubled in size during the last 15 months.
USARAF is heavily involved in the professional development of African land forces, which remain the dominant military force in most African states.
USARAF’s goal is to help transform our partners’ land forces into contributors to peace and stability, with the capabilities and capacities required to accomplish their missions in support of legitimate authority.
USARAF continues to forge cooperative relationships and enduring partnerships that contribute to self-sustaining African security capacity.
Key to USARAF’s success is collaborating with both military and non-military partners. USARAF is fostering new partnerships.
2011 FMF request totals for Africa are approximately $38 million, of which $14 million is allocated to Tunisia and Morocco. If we are to achieve our strategic objectives and avoid undesirable long-term consequences, we must fully fund our requested FMF commitment to the African continent. FMF is critical to accomplishing the United States’ mission in Africa and constitutes a long-term investment in critical relationships.
Inadequate funding of our FMF request or inconsistent year-to-year distribution can compromise our efforts, turn our partners towards other sources, and inhibit peacekeeping operations.
FMF is fundamental to our strategy of preventative rather than reactive response.

The main reason I see zero raising the ante on aid to a bunch of third world shitholes is because he has a special place in his heart for his homeland.
In order to be the president of the United States, you have to be a natural born citizen so your loyalties are to this country. If you were born in, say, Kenya, your loyalties would be for Africa.
Thus, Obama's spending increase in the ability for Africans to slaughter themselves rising from $8.2M to $25.5M is calculated this way:
25.5 - 8.2 = 17.3
17.3 / 8.2 (the difference divided by the original amount) = 2.1097 ~ an increase of 211%.
The new total is 311% of the original amount. It is not an increase of 311%.
Please, do some rudimentary research before writing your "facts", and learn some basic math. Please.
