Pay special attention to the part about water for votes. Pure evil. But even with the increase, crops cant be planned, due to the intermintment supply. The intermintent supply is what we had before irrigation, it was called rain, and you cant build an industry around that. But worst of all, is these trees are dead, and the entire industry will have to start over from scratch. So a short interuption in water creates a 6 year problem.

It was two congressmen. Costa is rep for the area highlighted. Funny how the delta smelt were being sucked into the pumps, so the pumps were turned off. Conditions are the same, but now the pumps are supposed to be started again? Pure vote buying. Natural rain fall is about 10 inches. Nothing grew before the aquaduct, but native sage and scrub.
