The Embassy of Mexico in Japan provides guidance to Mexican citizens who want to visit or live/work in Japan. It goes strictly by the (Japanese Immigration Service) book. It clearly and uncompromisingly lists in Spanish all the legal procedures to stay in Japan, and further links to Immigration websites of the Government of Japan showing procedures to be followed and respected, and consequencies of not following (deportation). It links to Japan Immigration for additional details on "Legal Status" in Japan, including the requirement a) to have an ALIEN REGISTRATION CARD (ARC) and b) TO CARRY IT ON ONE'S PERSON AT ALL TIMES WHILE IN JAPAN.

There is nary a word from the Mexican Embassy on this site about Japan being "Nazi", or "Racist", or "Xenophobic", or "Mean-Spirited". In fact, every clear statement is made as to the responsibility of the Mexican national who visits or resides in Japan to respect and folow Japanese law. The only conclusion one can draw is this:

The Government of Mexico respects the established domestic immigration laws of the Government of Japan (and duly informs its citizens to follow closely the same), because the Government of Mexico RESPECTS the Government of Japan.**Probably in large part because Japan is serious about its immigration policy whereas the United States has not been so FOR YEARS, and so therefore the USA is treated like an easy, two-bit tramp of a prostitute walking the streets on a Saturday night with extreme disdain and lack of respect).

There is no information on the site about obtaining any kind of Matricular Card to work in Japan without legally being in the country. There is in fact a clear statement that any narcotrafficking in Japan will be met with stern punishment and for Mexican nationals to not even attempt it to do it.

EVERYTHING in the Mexican Government Website in Japan indicates complicit respect for the domestic laws of the Government of Japan, provides strong advisories, in a 2007 update urges Mexicans in or coming to Japan to follow new Japanese immigration procedures for fingerprinting and photographs in order to keep their status legal, and essentially demonstrates RESPECT toward Japan.

There is nary an angry statement by President Calderon to Prime Minister Hatoyama (featuring them both in a prominent color photo on the top page of the Embassy website)

calling Japan and it's immigration system one of "mean-spirited, racist fascists who will racially profile Mexican citizens." Nor is there any Mexican Foreign Ministry travelers advisory to Mexicans going to Japan to avoid the country due to strict immigration and registation regulations and requirements, such as carrying the ARC on your person at all times, nor offering any Mexicans Embassy or Consular assistance to "beat" Japanese immmigrations procedures if found to be non compliant with local law.

Documentación migratoria y trabajo Es necesario tramitar una visa para venir a vivir a Japón. Incluso si está casad(o/a) con un(a) japonés(a) necesita tramitar la visa antes de viajar. No necesariamente le autorizarán el cambio de turista a espos(o/a) una vez que llegue a Japón. Si tiene una oferta de empleo, la empresa o institución empleadora deberá tramitar en Japón un “certificado de elegibilidad” y enviárselo para que lo presente como parte de su solicitud de visa. Los trámites de visa se deben hacer en la Sección Consular de la Embajada de Japón en México (http://www.mx.emb-japan.go.jp/sp/servicios/visa.htm) Las personas con permiso de estancia por relación familiar (hijo o esposo de japonés), tienen autorización de trabajar libremente. Quienes tienen permiso de estancia de “ingeniero”, “especialista en humanidades”, o alguna otra actividad específica, si quisieran cambiar de empresa o empleador, deben solicitar autorización migratoria otra vez. A quienes tienen visa de estudiantes, a veces se les autoriza trabajar por algunas horas. Si va a salir y regresar a Japón, debe solicitar el permiso de re-entrada en la oficina de migración que corresponda a su domicilio. Si no lo obtiene, deberá volver a tramitar documentación migratoria en la Embajada de Japón antes de regresar"

Plainly put, MEXICO, ITS PEOPLE AND ITS FOREIGN MINISTRY BY AND LARGE DO NOT RESPECT THE SOVEREIGN UNITED STATES OF AMERICA, BUT INSTEAD CLEARLY COUNTENANCES WIDESPREAD FEDERAL (AND SOON TO BE ARIZON STATE) CRIME BY ITS ILLEGAL-STATUS NATIONALS ON OUR SOIL, ALL THE WHILE RESPECTING THE LAWS OF OTHER COUNTRIES--Self indicted of this by their own government websites in Spanish and Japanese.

The situation is different. It’s not easy for a Mexican to get to Japan. In addition, many of the illegals brought in through Mexico are actually not Mexicans, but people from other parts of Latin America, the Middle East and even China. I doubt that this happens in Japan.

I still think that the way the US should control this is by penalizing the government of whatever country the illegal immigrant comes from: that is, if he’s from Mexico, charge Mexico for his expenses and take it out of foreign aid if they won’t pay up; if he’s from China, likewise; if he’s from Kenya, likewise. This would stop it very quickly.

Right now none of these countries has any incentive to stop the illegal emigration of their citizens.

Oh...and the other thing? The US has to develop a good immigration policy, directed to OUR interests.

That's because Japan doesn't play around with enforcing their Immigration laws. Their was a panic in the mid 1990’s because Japan's population dropped below 98% native Japanese for the first time in history and strict controls were placed on immigration. However, Japan is in a bind because their low birth rate means they have to bring in immigrant labor from places like Mexico, however they make it clear to immigrants that they are here to work and they will be thrown out of the country when their work visa runs out, no “path to citizenship” no hiding from authorities (you would stick out like a sore thumb and no company would hire you anyway).

My point exactly! Particularly illegally. But the Government of Mexico has absolutely NO PROBLEM with the requirement of Mexicans here in Japan to be required to carry an ARC ID card and have it all times.

They have no right to start whining now about the United States or segments of it, finally starting to ENFORCE standing law. (Not "tough, new laws", and "crackdowns")/

They (Mexicans) don’t believe the Islands of Japan are Mexican lands. Say what you will, but the Country of Mexico still believes the southwest is their land and we are invaders.

My point is that we have to make it counterproductive for countries to send their citizens to the US. We’re not going to control this on a case-by-case basis, because the individual immigrant has no resources, we send him back at our own expense, etc. This is one of the reasons there is lack of enforcement.

So pressure has got to be brought on the countries in question. Not all of them are Latin American countries; Mexico may be the gateway because it’s on the border, but there are many other people who are smuggled through Mexico, including Asians. Having worked across the street in New York from a building I thought was perfectly innocuous ....until one day I saw the Chinese from an illegal garment factory jumping out onto the fire escapes and running off down the street just ahead of the INS officers...I’d say we need to develop a general policy.

And one thing we have to think about is what favors us the most. “Family unification” (used by Africans and Middle Easterners) is not a good basis for this. We have to evaluate our needs and see what would help the US. But this will not happen under our current America-hating government.

My first week in Japan as an exchange student I had to report to a local government office with my passport, visa and university sponsor where I was issued a mini-passport book with my papers and photo. I had to carry it at all times.

Big waaaah from me to the whining Mexicans. When in Rome...

Bingo. The whole world knows that America is a nation of suckers. They laugh at us behind our backs, and they are amazed at how bovine and stupid we are. The great American showman, P. T. Barnum (1810 - 1891), said that in America, “there is a sucker born every minute”. Since his time, the population of American boobs has risen considerably.

It is amazing that some of the Tea Party members who complain about high taxes, cannot see that the burden of paying for welfare benefits, health care, food stamps, and education for illegals, is a major reason why their taxes are high. The burden of caring for illegal aliens has driven California to bankruptcy. If California’s illegals were deported, California would experience a budget surplus.

If the federal government cannot enforce immigration laws, then the citizens should be given that responsibility. If American citizens could be turned into bounty hunters, and were to be paid $100 for any illegal alien that they turned in, the illegal immigration problem could be solved in a few months. And jobless Americans could get a chance to earn some money, while opening up job opportunities for themselves. That is how Americans would have solved the problem in the old days, when Americans still had some sense.

Diplomats and embassy/consulate staff are required to carry their “Diplomatic Carnet” with them at all times. These carnets are issued by the host foreign ministries and are much easier to carry around than a passport.

Yep. That’s the drill. And that is the drill for most foreign residents who are on foreign soil and must follow the rules of the country they are in. Not sneak in and THEN have the absolute AUDACITY to demand their “rights” to be exampt from obeying the law.
