That's what I figured. "Up or Out" is the rule. Somebody noted that CAPT Biden is not only NG, he's a JAG. CAPT might be as high as he ever gets in that environment.

My dad did LTC at 28. Of course, he was Forward Artillery (105 welded to the bed of ha-f-tracks) under Patton. Different times.

I can remember a guy who was a Captain in his early forties and a little over six years later was wearing eagles and being talked about for flag rank.
