Just an anecdotal note.

I lived in Dallas for 12 years and didn’t notice a smog problem. First I’ve heard of a smog problem there. I should have heard or seen something in the local paper or news about it.

When you lived there, carbon dioxide was not an EPA recognized pollutant. Can't see it, can't smell it, can't taste it, but you better believe they can regulate it.
