Bill would give DHS emergency cyber powers June 3, 2010

We're learning more about the cybersecurity package forming in the Senate. Wired.com reports Sen. Joe Lieberman, (I-Conn.) wants to give the federal government the power to take over civilian networks' security, if there's an "imminent cyber threat." It's part of a draft bill, co-sponsored by Senators Lieberman and Susan Collins, that provides DHS with the authority to ensure that critical infrastructure stays up and running in the face of a looming hack attack.

The Senate version of the fiscal 2011 Defense authorization bill scheduled to be released later this week is going to include funding for pilot programs that will explore new ways for Defense Department agencies and contractors to have greater access to cybersecurity tools and services.

NextGov cites sources from the Armed Services Committee. Their completed markup of its version of the Defense bill will include funding for projects that require the department to partner with industry to track cyber threats, and speed up the acquisition of cybersecurity products and services. The funding would add to the $10 million in the fiscal 2010 supplemental appropriations bill the Senate passed on May 27 for the Defense and Homeland Security departments to conduct cybersecurity pilots.

Agencies looking to establish super-secure Internet hookups under the Trusted Internet Connection program now have a vendor to turn to. The General Services Administration has issued the first certification for a TIC product to AT&T Government Solutions. The company's Managed Trusted Internet Protocol Services are available under GSA's Networx telecommunications contract. A spokesman says AT&T is the first provider to receive authority to activate trusted connections.

Coming soon, the Great Wall of Omama for Internet use. Just like China, Cuba, and other totalitarian statiist governments, USA citizens will find their rights to communicate without government overview constricted. What, it can’t happen here, think Health Care Reform, Government takeover of GM and the pending illegal alien amnesty.

Well, IMHO, this is another typical liberal bill. On the surface, it would make sense to me to have a coordinated response to a cyber attack and, despite the low esteem for government workers here, there are government agencies that employ brilliant people who are on the very leading edge of cybersecurity. But like every liberal bill, the "unintended consequences" (although perhaps not really unintended) are a bummer - while the real experts are defending the military cyber capabilities, Obama and a bunch of idiot bureaucrats will take control of the civilian internet - having learned well from their friends in Iran that control of the internet is essential to stop reformers - and all that will get through is what "The One" wants to get through.

At this point in our history an internet free of government control is as important as a free press and the right to bear arms. Maybe we need a constitutional ammendment to restrict the power of the federal government to interfere with the free flow of speech over the internet?

Unfortunately, there is a genuine need for something along these lines. I think the solution lies in essentially splitting the internet, so that systems that are deemed critical to national security are segregated from other systems, in a way that would allow the usual connection between the two “sides” to be quickly severed, and the critical side subjected to whatever security measures the law provides for.

Its hard to imagine that happening. Consider the largest employer in ME is the state followed by ME Electric. That should tell you all you need to know. They’re used to the dole and being told when to pee. In my experience ME is a great place to visit but that ends the list of good points.

This amkes me very nervous. They can then declare Martian law and then take over all lines of communication? This does not sound right to me.

That is the general idea . shut down the free flow of information to the general public & the deseminating of info the the Obama junta doesn’t like while allowing junta propaganda to be spread far & wide .

When the only info you can get is BS that is the default that many folks will believe to be the gospel truth
