SNIPPET: "Al Qaeda commander continues to pose a threat to U.S. and South Asian security as Pakistans military and intelligence services look the other way
IPT News June 22, 2010
SNIPPET: Top Al Qaeda commander Ilyas Kashmiri poses a major threat to U.S. interests both at home and abroad. Described by intelligence agencies as the most effective, dangerous and successful guerrilla leader in the world, Kashmiri heads Al Qaedas military operations wing. He figures prominently in two recent high-profile terrorism indictments issued in Chicago.
But Kashmiri remains free in South Asia and in control of a renowned Al Qaeda terror cell called the 313 Brigade, in large part due to support from rogue elements tied to the Pakistani military and intelligence services.

Muslim States Seek U.N. Action on West’s “Islamophobia”

GENEVA (Reuters) - Muslim states said on Wednesday that what they call “islamophobia” is sweeping the West and its media and demanded that the United Nations take tougher action against it.
Delegates from Islamic countries, including Pakistan and Egypt, told the United Nations Human Rights Council that treatment of Muslims in Western countries amounted to racism and discrimination and must be fought.
“People of Arab origin face new forms of racism, racial discrimination, xenophobia and related forms of intolerance and experience discrimination and marginalization,” an Egyptian delegate said, according to a U.N. summary.
And Pakistan, speaking for the 57-nation Organization of the Islamic Conference (OIC), said the council’s special investigator into religious freedom should look into such racism “especially in Western societies.”
Acting for the OIC, Pakistan has tabled a resolution at the council instructing its special investigator on religious freedom “to work closely with mass media organizations to ensure that they create and promote an atmosphere of respect and tolerance for religious and cultural diversity.”

Pakistan receives $468 million from US security fund
Dawn, Pakistan ^
Posted on May 5, 2010 6:02:25 PM PDT by milestogo
KARACHI: Pakistan’s central bank said on Wednesday it had received $468 million from the United States in compensation for some of its costs in battling militancy.
The US embassy in Islamabad said on Tuesday it had released $656 million to Pakistan from its so-called coalition support fund (CSF) for some costs incurred last year, with $188 million transferred last week and another $468 million on Monday.
We received $468 million last night, said Syed Wasimuddin, chief spokesman for the State Bank of Pakistan.
The bank said on Tuesday it had received the first $188 million last Friday.
The CSF is a US programme to reimburse allies that have incurred costs in supporting counter-terrorist and counter-insurgency operations.
Pakistan’s role in the battle against militants has been highlighted in recent days with the arrest in the United States of a Pakistani-American in connection with a botched car bomb in New York’s Times Square.
The US funds come at an important time for cash-strapped Pakistan which is in negotiations with the International Monetary Fund (IMF) for the release of a fifth tranche of an $11.3 billion loan.
The IMF board is expected to meet in mid-May to consider the fifth tranche of the loan, worth about $1.15 billion. The IMF has been pressing Pakistan to increase electricity tariffs and implement a value-added tax.

United States Targets Terrorist Organization Operating in India and Pakistan
In Joint Terrorism Actions, Treasury, State Designate Harakat-ul Jihad Islami
And Its Senior Leader Mohammad Ilyas Kashmiri
WASHINGTON In conjunction with the U.S. Department of State’s designation today of Harakat-ul Jihad Islami (HUJI) as a Foreign Terrorist Organization (FTO) and as a Specially Designated Global Terrorist, the U.S. Department of the Treasury designated HUJI’s commander, Mohammad Ilyas Kashmiri, for supporting acts of terrorism and for acting for or on behalf of HUJI. Today’s action against Kashmiri was taken pursuant to Executive Order 13224, which freezes any assets Kashmiri has under U.S. jurisdiction and prohibits U.S. persons from engaging in any transactions with him. The United Nations also took similar actions against HUJI and Mohammad Ilyas Kashmiri today.
As commander of HUJI, Kashmiri provides support to al-Qa’ida operations, including logistical support for al-Qai’da’s terrorist attacks. Kashmiri has supported attacks against Pakistani government personnel and facilities, including the 2009 attack against the offices of the Pakistani Inter-Services Intelligence (ISI) and the Pakistani police in Lahore, Pakistan that killed 23 people and left hundreds injured. He directed the October 2008 assassination of the former commander of the Pakistani Special Services Group, General Amir Faisal Alvi, in retaliation for his role in the fight against militants in the Federally Administered Tribal Areas of Pakistan. He also led an al-Qa’ida-linked cell in planning for the assassination of a Pakistani Army general a plan that was eventually abandoned due to al-Qa’ida’s strategic considerations.
“Mohammad Ilyas Kashmiri is at the core of HUJI’s efforts to plan and carry out attacks against U.S. forces and our allies. He is responsible for creating a cadre of militants to act on behalf of HUJI and al-Qaida,” said Under Secretary for Terrorism and Financial Intelligence Stuart Levey. “In acting together, the United States and United Nations are today taking another important step in combating the threat that al-Qa’ida and its affiliated organizations pose to innocent people around the world.”
Since 2001, Kashmiri has led HUJI training camps that specialized in terrorist operations, military tactics, and cross-border operations, including a militant training center in Miram Shah, North Waziristan in the Federally Administered Tribal Areas of Pakistan. In January 2009, a federal grand jury in the Northern District of Illinois indicted Kashmiri for terrorism-related offenses in connection with a terrorist attack against the Jyllands-Posten newspaper in Denmark.
HUJI’s area of operation extends throughout South Asia, with its terrorist operations focused primarily in India and Pakistan. HUJI’s relationship with al-Qa’ida flourished after the Taliban’s rise in Afghanistan. It has provided fighters for the Taliban in Afghanistan and training of HUJI members in al-Qa’ida training camps. HUJI has carried out a number of terrorist attacks. In March 2006, HUJI was responsible for the suicide bombing of the U.S. Consulate in Karachi, Pakistan, which killed four people and injured 48 others. HUJI is also responsible for terrorist attacks in India including the May 2007 Hyderabad mosque attack, which killed 16 and injured 40, and the March 2007 Varanasi attack, which killed 25 and injured 100.

He also led an al Qaeda-linked cell in planning for the assassination of a Pakistani Army general a plan that was eventually abandoned due to al Qaeda’s strategic considerations.”
He has also attempted to execute attacks in the US and in Denmark, and was indicted by the US in 2009. Although not stated by Treasury, Kashmiri is also believed to be involved in the November 2009 terror assault on the Indian city of Mumbai, in collaboration with the Lashkar-e-Taiba. The three-day-long siege shut down the city and resulted in more than 170 people killed.
Kashmiri is closely allied with the Pakistani Taliban, including the dangerous Haqqani Network. His training camp in Miramshah is hosted in a region administered by Siraj Haqqani, a top Taliban and al Qaeda leader.”
SNIPPET: “Although not stated in the Treasury press release, Kashmiri is also the commander of al Qaeda’s Brigade 313 and the Lashkar al Zil military formation. A website purportedly linked to Kashmiri’s Brigade 313 appeared on the Internet over the past two months.
Treasury alludes to the relationship with al Qaeda, stating that “Mohammad Ilyas Kashmiri is at the core of HUJI’s efforts to plan and carry out attacks against US forces and our allies. He is responsible for creating a cadre of militants to act on behalf of HUJI and al Qaeda.””
"He has also attempted to execute attacks in the US and in Denmark, and was indicted by the US in 2009."

SNIPPET: “A Europe-wide terrorism alert has led to warnings from Britain, the US and Japan about travel across the continent amid fears of gun attacks on tourist sites and transport hubs.
It is understood the alert was sparked after an informant, Ahmad Sidiqi told US interrogators of the alleged plot.”
SNIPPET: “Sidiqi said he had met Ilyas Kashmiri, a one-eyed commander linked with one of the men allegedly behind the attacks on Mumbai, India in 2008 that left 174 people dead.
During the camp fire chat in Pakistan, Kashmiri told Sidiqi that he had already sent teams to Britain and Germany to launch Mumbai-style attacks, the Daily Telegraph has learned.
Osama bin Laden is said to have given a general blessing to such attacks which would involve gunmen killing innocent civilians in crowded areas at random although there is nothing to connect him operationally to the plot. Security sources on both sides of the Atlantic say no targets or timings were discussed.”

Interpol notice against 2 Pak Army majors in 26/11 case
NEW DELHI: National Investigation Agency (NIA) has secured an Interpol Red Corner Notice against five accused persons, including two serving Pakistani Army majors, for their alleged role in the Mumbai terror strike of 2008.
The Interpol issued the Red Corner Notice after securing a non-bailable warrant from the court Additional Sessions Judge here.
The warrants were issued on the basis of disclosures made by American national and Lashker-e-Taiba terrorist David Headley, who was extensively questioned by the NIA officials in June this year.
The Red Corner Notice has been issued against Major Sameer Ali, and Major Iqbal, both serving in the Pakistani Army, Illyas Kashmiri, an LeT terrorist, Sajid Majid and Syed Abdur Rehman Hashim.
The security agencies have already secured Red Corner notice against Lashkers founder Hafeez Sayeed and his close aide Zaki-ur-Rehman Lakhvi in connection with the 26/11 attacks that left over 160 people dead.
These people, according to NIA officials, had worked in close coordination with Headly in executing the nefarious plans of the Lashker for carrying out terror strikes in Mumbai.

Al Qaeda sent agent to Britain on arms and recruitment mission
By DAILY MAIL REPORTER
Last updated at 1:33 AM on 18th October 2010
SNIPPET: The terror chief behind recent plots for Mumbai-style attacks in Europe sent an aide to Britain to raise cash, buy arms and recruit other terrorists, it was reported last night.
Ilyas Kashmiri, an Al Qaeda commander, arranged the trip to meet contacts as part of plans for an attack on a Danish newspaper that printed cartoons of Mohammed.
The meeting between Kashmiris associate, a U.S. citizen called David Coleman Headley, and two British men allegedly happened in August 2009 in Derby.
According to U.S. court documents, Kashmiri said the men would provide Headley with money, weapons and manpower.

Headley Part of al-Qaida Plot to Attack Lockheed Martin
by IPT News May 31, 2011 at 6:35 pm
Self-confessed Mumbai plotter David Coleman Headley testified Tuesday that he was part of an al-Qaida inspired plot to assassinate the chief of U.S. defense contractor Lockheed Martin.
The plot was the brainchild of Ilyas Kashmiri, leader of the Pakistan-based terrorist organization Harkat-ul-Jihad al-Islami (HuJI), and a senior commander of al Qaidas deadly 313 Brigade.
Headley is the key prosecution witness in the ongoing terrorism trial of a Chicago businessman, Tahawuur Hussain Rana. He used Ranas immigration office in Mumbai as a cover to scout for targets for the November 2008 Mumbai terrorist strike. Ten gunmen from the Pakistan-based terrorist group Lashkar-e-Tayyiba (LeT) are suspected of being behind the plot that killed 166 people, including six Americans.
Headley has pleaded guilty to his role in the attacks and agreed to cooperate with federal investigators in exchange for evading the death penalty.
Headley told the jury he used Ranas computer to research details about Lockheed Martin and its CEO for Kashmiri, who was outraged at American drone strikes in Pakistan and wanted to attack the U.S. defense contractor in retaliation.
There was a plan to kill him because he was making drones, Headley said.
Looking forward to public American confirmation on this.

SNIPPET: “A Harkat-ul Jihad Islami spokesman named Abu Hanzla Kashir told Dawn that Kashmiri was killed in the attack. Kashir also threatened to attack the US to avenge Kashmiri’s death.
“We confirm that our Amir (leader) and commander in chief, Mohammad Ilyas Kashmiri, along with other companions, was martyred in an American drone strike on June 3, 2011, at 11:15 pm,” Kashir told the Pakistani news channel, according to The Telegraph.
“The oppressor US is our only target and, God willing, we will take revenge on the U.S. soon with full force,” Kashir said, according to CNN.
US intelligence officials contacted by The Long War Journal said that Kashmiri was indeed a target of the attack, but they could not confirm that he was killed.
“HUJI’s statement is a sure sign we got him, we are pretty confident he is dead but we cannot confirm 100 percent,” one official told The Long War Journal. The area where Kashmiri was killed is under Taliban control.”

According to intelligence reports seen by The Express Tribune, the head of the fearsome 313 Brigade of the Harkatul Jihad al Islami called a meeting of several Tehreek-e-Taliban Pakistan (TTP) commanders to create the Laskhar-e-Osama which would be tasked with carrying out suicide bombings throughout Pakistan, including some high-profile targets. Kashmiri was reportedly killed in a US drone strike in South Waziristan on Friday.

“US intel believes Kashmiri killed in June Predator strike”

SNIPPET: “Kashmiri’s death has yet to be confirmed by al Qaeda or the Harkat-ul-Jihad-al-Islami, the Pakistani terror group that Kashmiri commanded.”
“Is Ilyas Kashmiri really dead?”
By Bill RoggioJuly 15, 2011 2:15 PM
SNIPPET: “Last week, US intelligence officials said they were certain that al Qaeda military commander and Harkat-ul-ihad-al-Islami leader Ilyas Kashmiri was killed in a Predator strike in South Waziristan in early June. One US intelligence official told CNN that he was “99 percent sure” Kashmiri was killed. However, no intel official would specify why they believe Kashmiri is indeed dead.
Anonymous sources have since come forward telling Dawn that they believe Kashmiri is alive:
Sources revealed that Mohammad Ilyas Kashmiri, the commander of Harkat-ul Jihad al Islami (HuJI), who was reportedly killed in a US drone attack in South Waziristan last month, is still alive, DawnNews reported.
Sources said that security officials of the United States and Pakistan failed to confirm the death of the HuJI commander.
He is still active in the border areas of Pakistan and Afghanistan, sources added.
Note that The Long War Journal has been agnostic on reports of Kashmiri’s death, as our sources have been unwilling to say that he was killed. Also, and perhaps most importantly, al Qaeda hasn’t issued a statement announcing his death; the purported martyrdom statement released by an individual claiming to be from HUJI is more than questionable; and an accompanying photograph said to be of Kashmiri’s corpse was actually that of a member of the Lashkar-e-Taiba suicide assault squad that attacked Mumbai in November 2008.
On another occasion, nearly two years ago, Kashmiri was also reported to have been killed, in a Predator strike back in September 2009. That report was quickly debunked one month later, however, when Kashmiri was interviewed by Syed Saleem Shahzad, the recently slain reporter from the Asia Times and AKI.”

“David Letterman assassination called for by jihadist”
Wednesday, August 17 2011, 4:19pm EDT
By Tara Fowler, Entertainment Reporter
SNIPPET: “An internet jihadist has issued an assassination threat against late-night host David Letterman.
The threat was made by a frequent poster on a site where Al Qaeda messages often appear first online in the US, according to Entertainment Weekly.
The individual apparently took offense at a joke made by Letterman on his CBS talkshow, in which the comedian made light of the death of accused terrorist leader Ilyas Kashmiri.
The online commenter wrote: “Is there not amongst you a Sayyid Nosair al-Masri (may Allah release him) to cut the tongue of this lowly Jew and shut it forever.
“He showed his evil nature and deep hatred for Islam and Muslims, and said that Ilyas Kashmiri was killed and he joined bin Laden. We ask Allah to paralyze his tongue and grant the sincere monotheists his neck.””

The post, titled “To the Muslims in America Isn’t There a Sayyid Nosair among You to Chop Off the Tongue of this Hateful Jew?” read: “I have seen with my eyes and heard with my ears one of the scum of the Jews, one of their pigs, mocking the leaders of the mujahideen. “Al Qaeda releases lecture by leader thought killed with Kashmiri”
By BILL ROGGIO
October 7, 2011
SNIPPET: “As Sahab has released a propaganda tape created by an al Qaeda in Pakistan leader thought to have been killed along with Ilyas Kashmiri in a US Predator airstrike in South Waziristan in early June.
In the tape, Ustadh Ahmad Farooq, al Qaeda in Pakistan’s top spokesman and propagandist, “urged Muslims imbued with love for the Prophet Muhammad to apply his teachings and traditions and transform that love into jihad in order to implement Shariah-based governance in Pakistan,” according to the SITE Intelligence Group.
“Farooq denounced classical economists, military strategists, political thinkers and scientists such as Adam Smith, Karl Marx, Immanuel Kant, Carl von Calusewitz, and Isaac Newton as ‘enemies of Allah,’ and called upon Muslims to instead refer to the Prophet Muhammad to excel in economics, political science, and other subjects,” SITE stated. Farooq also called on Muslims to murder “anyone who commits blasphemy” and praised the killers of Punjab Governor Salman Taseer and Federal Minister for Minorities Shahbaz Bhatti as lions of Islam.
Farooq is one of several al Qaeda and Harkat-ul-Jihad-al-Islami leaders and operatives thought to have been killed with senior al Qaeda military leader Ilyas Kashmiri in a Predator strike on June 3, 2011 that leveled a compound in the Wana area of South Waziristan. It is unclear if Farooq’s latest propaganda tape was recorded before or after the June 3 strike.
Immediately after the strike, a purported spokesman for Kashmiri’s 313 Brigade, one of several al Qaeda military formations based along the Afghan-Pakistan border, claimed that Farooq was one of nine terrorists killed in the strike [see Threat Matrix report, Was al Qaeda’s leader of Pakistan killed in the South Waziristan Predator strike?].
Al Qaeda never released an official martyrdom statement announcing the deaths of Kashmiri or Farooq. Abu Hanzla Kashir, who identified himself as the spokesman of Harkat-ul-Jihad-al-Islami, did release a signed statement claiming Kashmiri had been killed. But Kashir’s account was immediately called into question when discrepancies in the statement were identified. In addition, a photo that was released with the statement and purported to be that of Kashmiri’s corpse turned out to be instead a photo of the corpse of a member of the November 2008 Mumbai suicide assault team.”
