SNIPPET: "Al Qaeda commander continues to pose a threat to U.S. and South Asian security as Pakistan’s military and intelligence services look the other way”

IPT News June 22, 2010

SNIPPET: “Top Al Qaeda commander Ilyas Kashmiri poses a major threat to U.S. interests both at home and abroad. Described by intelligence agencies “as the most effective, dangerous and successful guerrilla leader in the world,” Kashmiri heads Al Qaeda’s military operations wing. He figures prominently in two recent high-profile terrorism indictments issued in Chicago.

But Kashmiri remains free in South Asia and in control of a renowned Al Qaeda terror cell called the 313 Brigade, in large part due to support from rogue elements tied to the Pakistani military and intelligence services.”

Muslim States Seek U.N. Action on West’s “Islamophobia”
Reuters ^ | June 16, 2010
Posted on June 16, 2010 11:18:21 AM PDT by reaganaut1

GENEVA (Reuters) - Muslim states said on Wednesday that what they call “islamophobia” is sweeping the West and its media and demanded that the United Nations take tougher action against it.

Delegates from Islamic countries, including Pakistan and Egypt, told the United Nations Human Rights Council that treatment of Muslims in Western countries amounted to racism and discrimination and must be fought.

“People of Arab origin face new forms of racism, racial discrimination, xenophobia and related forms of intolerance and experience discrimination and marginalization,” an Egyptian delegate said, according to a U.N. summary.

And Pakistan, speaking for the 57-nation Organization of the Islamic Conference (OIC), said the council’s special investigator into religious freedom should look into such racism “especially in Western societies.”

Acting for the OIC, Pakistan has tabled a resolution at the council instructing its special investigator on religious freedom “to work closely with mass media organizations to ensure that they create and promote an atmosphere of respect and tolerance for religious and cultural diversity.”

Pakistan receives $468 million from US security fund
Dawn, Pakistan ^
Posted on May 5, 2010 6:02:25 PM PDT by milestogo

KARACHI: Pakistan’s central bank said on Wednesday it had received $468 million from the United States in compensation for some of its costs in battling militancy.

The US embassy in Islamabad said on Tuesday it had released $656 million to Pakistan from its so-called coalition support fund (CSF) for some costs incurred last year, with $188 million transferred last week and another $468 million on Monday.

“We received $468 million last night,” said Syed Wasimuddin, chief spokesman for the State Bank of Pakistan.

The bank said on Tuesday it had received the first $188 million last Friday.

The CSF is a US programme to reimburse allies that have incurred costs in supporting counter-terrorist and counter-insurgency operations.

Pakistan’s role in the battle against militants has been highlighted in recent days with the arrest in the United States of a Pakistani-American in connection with a botched car bomb in New York’s Times Square.

The US funds come at an important time for cash-strapped Pakistan which is in negotiations with the International Monetary Fund (IMF) for the release of a fifth tranche of an $11.3 billion loan.

The IMF board is expected to meet in mid-May to consider the fifth tranche of the loan, worth about $1.15 billion. The IMF has been pressing Pakistan to increase electricity tariffs and implement a value-added tax.

United States Targets Terrorist Organization Operating in India and Pakistan

In Joint Terrorism Actions, Treasury, State Designate Harakat-ul Jihad Islami

And Its Senior Leader Mohammad Ilyas Kashmiri

WASHINGTON – In conjunction with the U.S. Department of State’s designation today of Harakat-ul Jihad Islami (HUJI) as a Foreign Terrorist Organization (FTO) and as a Specially Designated Global Terrorist, the U.S. Department of the Treasury designated HUJI’s commander, Mohammad Ilyas Kashmiri, for supporting acts of terrorism and for acting for or on behalf of HUJI. Today’s action against Kashmiri was taken pursuant to Executive Order 13224, which freezes any assets Kashmiri has under U.S. jurisdiction and prohibits U.S. persons from engaging in any transactions with him. The United Nations also took similar actions against HUJI and Mohammad Ilyas Kashmiri today.

As commander of HUJI, Kashmiri provides support to al-Qa’ida operations, including logistical support for al-Qai’da’s terrorist attacks. Kashmiri has supported attacks against Pakistani government personnel and facilities, including the 2009 attack against the offices of the Pakistani Inter-Services Intelligence (ISI) and the Pakistani police in Lahore, Pakistan that killed 23 people and left hundreds injured. He directed the October 2008 assassination of the former commander of the Pakistani Special Services Group, General Amir Faisal Alvi, in retaliation for his role in the fight against militants in the Federally Administered Tribal Areas of Pakistan. He also led an al-Qa’ida-linked cell in planning for the assassination of a Pakistani Army general – a plan that was eventually abandoned due to al-Qa’ida’s strategic considerations.

“Mohammad Ilyas Kashmiri is at the core of HUJI’s efforts to plan and carry out attacks against U.S. forces and our allies. He is responsible for creating a cadre of militants to act on behalf of HUJI and al-Qaida,” said Under Secretary for Terrorism and Financial Intelligence Stuart Levey. “In acting together, the United States and United Nations are today taking another important step in combating the threat that al-Qa’ida and its affiliated organizations pose to innocent people around the world.”

Since 2001, Kashmiri has led HUJI training camps that specialized in terrorist operations, military tactics, and cross-border operations, including a militant training center in Miram Shah, North Waziristan in the Federally Administered Tribal Areas of Pakistan. In January 2009, a federal grand jury in the Northern District of Illinois indicted Kashmiri for terrorism-related offenses in connection with a terrorist attack against the Jyllands-Posten newspaper in Denmark.

HUJI’s area of operation extends throughout South Asia, with its terrorist operations focused primarily in India and Pakistan. HUJI’s relationship with al-Qa’ida flourished after the Taliban’s rise in Afghanistan. It has provided fighters for the Taliban in Afghanistan and training of HUJI members in al-Qa’ida training camps. HUJI has carried out a number of terrorist attacks. In March 2006, HUJI was responsible for the suicide bombing of the U.S. Consulate in Karachi, Pakistan, which killed four people and injured 48 others. HUJI is also responsible for terrorist attacks in India including the May 2007 Hyderabad mosque attack, which killed 16 and injured 40, and the March 2007 Varanasi attack, which killed 25 and injured 100.

“US adds Ilyas Kashmiri to list of designated terrorists [Updated]”
By BILL ROGGIO
August 6, 2010

BANNER CAPTION: “Banner for the Al Qaeda 313 Brigade website/forum. Pictured, from left to right, are top al Qaeda leaders Mustafa Abu Yazid, Abu Yahya al Libi, and Ilyas Kashmiri.”

SNIPPET: “Kashmiri has organized multiple attacks in Afghanistan, Pakistan, and India. “Kashmiri has supported attacks against Pakistani government personnel and facilities, including the 2009 attack against the offices of the Pakistani Inter-Services Intelligence (ISI) and the Pakistani police in Lahore, Pakistan that killed 23 people and left hundreds injured,” Treasury stated. “He directed the October 2008 assassination of the former commander of the Pakistani Special Services Group, General Amir Faisal Alvi, in retaliation for his role in the fight against militants in the Federally Administered Tribal Areas of Pakistan. He also led an al Qaeda-linked cell in planning for the assassination of a Pakistani Army general – a plan that was eventually abandoned due to al Qaeda’s strategic considerations.”

He has also attempted to execute attacks in the US and in Denmark, and was indicted by the US in 2009. Although not stated by Treasury, Kashmiri is also believed to be involved in the November 2009 terror assault on the Indian city of Mumbai, in collaboration with the Lashkar-e-Taiba. The three-day-long siege shut down the city and resulted in more than 170 people killed.

Kashmiri is closely allied with the Pakistani Taliban, including the dangerous Haqqani Network. His training camp in Miramshah is hosted in a region administered by Siraj Haqqani, a top Taliban and al Qaeda leader.”

SNIPPET: “Although not stated in the Treasury press release, Kashmiri is also the commander of al Qaeda’s Brigade 313 and the Lashkar al Zil military formation. A website purportedly linked to Kashmiri’s Brigade 313 appeared on the Internet over the past two months.

Treasury alludes to the relationship with al Qaeda, stating that “Mohammad Ilyas Kashmiri is at the core of HUJI’s efforts to plan and carry out attacks against US forces and our allies. He is responsible for creating a cadre of militants to act on behalf of HUJI and al Qaeda.””

“Mumbai-style attack cells ‘already in Britain’ al-Qaeda chief claimed

Terrorist cells have already been sent to Britain and Germany to launch Mumbai style terrorist attacks, an al-Qaeda commander has claimed.”

By Duncan Gardham, Security Correspondent
Published: 7:25PM BST 04 Oct 2010

SNIPPET: “A Europe-wide terrorism alert has led to warnings from Britain, the US and Japan about travel across the continent amid fears of gun attacks on tourist sites and transport hubs.

It is understood the alert was sparked after an informant, Ahmad Sidiqi told US interrogators of the alleged plot.”

SNIPPET: “Sidiqi said he had met Ilyas Kashmiri, a one-eyed commander linked with one of the men allegedly behind the attacks on Mumbai, India in 2008 that left 174 people dead.

During the camp fire chat in Pakistan, Kashmiri told Sidiqi that he had already sent teams to Britain and Germany to launch Mumbai-style attacks, the Daily Telegraph has learned.

Osama bin Laden is said to have given a general blessing to such attacks which would involve gunmen killing innocent civilians in crowded areas at random although there is nothing to connect him operationally to the plot. Security sources on both sides of the Atlantic say no targets or timings were discussed.”

Interpol issues notice against 2 Pak Army majors in Mumbai attacks case

Interpol notice against 2 Pak Army majors in 26/11 case

NEW DELHI: National Investigation Agency (NIA) has secured an Interpol Red Corner Notice against five accused persons, including two serving Pakistani Army majors, for their alleged role in the Mumbai terror strike of 2008.

The Interpol issued the Red Corner Notice after securing a non-bailable warrant from the court Additional Sessions Judge here.

The warrants were issued on the basis of disclosures made by American national and Lashker-e-Taiba terrorist David Headley, who was extensively questioned by the NIA officials in June this year.

The Red Corner Notice has been issued against Major Sameer Ali, and Major Iqbal, both serving in the Pakistani Army, Illyas Kashmiri, an LeT terrorist, Sajid Majid and Syed Abdur Rehman Hashim.

The security agencies have already secured Red Corner notice against Lashker’s founder Hafeez Sayeed and his close aide Zaki-ur-Rehman Lakhvi in connection with the 26/11 attacks that left over 160 people dead.

These people, according to NIA officials, had worked in close coordination with Headly in executing the nefarious plans of the Lashker for carrying out terror strikes in Mumbai.

“Al Qaeda ‘sent agent to Britain on arms and recruitment mission’”
By DAILY MAIL REPORTER
Last updated at 1:33 AM on 18th October 2010

SNIPPET: “The terror chief behind recent plots for Mumbai-style attacks in Europe sent an aide to Britain to raise cash, buy arms and recruit other terrorists, it was reported last night.

Ilyas Kashmiri, an Al Qaeda commander, arranged the trip to meet ‘contacts’ as part of plans for an attack on a Danish newspaper that printed cartoons of Mohammed.

The meeting between Kashmiri’s associate, a U.S. citizen called David Coleman Headley, and two British men allegedly happened in August 2009 in Derby.

According to U.S. court documents, Kashmiri said the men would provide Headley with ‘money, weapons and manpower’.”
