This Friday, June 25th, is the last day to comment on the federal government's plan to bank and use newborn citizen DNA without consent for research an other purposes. Please make comments --- no matter how brief they may be. Even one sentence is better than nothing.

Specifically, the Secretarys Advisory Committee on Heritable Disorders:
Fails to recommend informed written consent requirements for the storage and use of
newborn DNA for research and other purposes.
Recommends the Committee simply Develop national guidance for consent or dissent
for the secondary use of specimens... (p. 20)
Asserts a public claim on the DNA of newborn citizens. (p. 1)
Claims that newborn blood is necessary for population surveillance. (p. 3)
Claims that newborn screening test development is not research. (p. iv)
Does not support the 22 state genetic privacy laws and the 5 state genetic ownership laws
that may or do require consent. (p. 8)
Does not include compelling statistics from the Univ. of Michigan study that found the
public appalled by unconsented government storage and research (p. 12).
Recommends parent education instead of informed parent consent requirements that
would enforce such education. (p. iv)
Claims that state screening programs are charged with stewardship of newborn DNA
samplesensuring appropriate usewhen they are actually charged with simply
testing each newborn. (p. 6)
Fails to acknowledge the constitutional Fourth Amendment genetic privacy and property
rights of individuals.

RE: HHS Request for Public Comments on Considerations and Recommendations for National Guidance Regarding the Retention and Use of Residual Dried Blood Spot Specimens after Newborn Screening, a Briefing Paper issued April 26, 2010 by HHS through the Secretarys Advisory Committee on Heritable Disorders in Newborns and Children.
My objections to this potential policy approach can be summed up very quickly. There should not be any ‘public claim’ to the DNA of any citizen, apart from those that exist in law enforcement or obtained through due process in the investigation of a crime or its aftermath.
The Fourth Amendment of the US Constitution states:
The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
The government does not own the citizenry, it is the other way around.

It is true at the State level currently. I sent a letter to the state requesting that my boy's new born blood sample be destroyed after testing. I got a signed letter back documenting that my request would be honored and the samples have been discarded. Thats the best I could do, hope they honored their part of the deal.

Nobody can “control” somebody else’s DNA just by possessing a sample of it. And if this can help get a national biometric ID system in place, I’m all for it. I’m tired of people committing all sorts of crimes, including vote fraud by both citizens and illegal aliens that steals my tax dollars and neutralizes my votes, by pretending to be someone other than who they really are. We have NO way of really determining who anyone IS, and that needs to change.

For starters, we can’t prove anyone is here illegally, if we have no way of actually identifying the people who are here *legally*. An ID system based on cards or “papers” will never be worth squat. Only a biometric system has any hope of working.

Without the DNA from the parents who they know are legal citizens, collecting DNA from babies in the hospitals will do NOTHING.

Well, for one thing, they’re not talking about felons and rapes. This is just data collection for the sake of it and I don’t trust the government for anything ever.
I trust it even less in a case like this.
It starts out innocent sounding enough, like in the cases you mentioned, but it will NOT end up that way. I would fight it simply because it gives the government way too much information and control. Can you imagine how this could be misused under obamacare?
And besides, they’ll only be able to collect from legal citizens who use the medical facilities.
The potential for abuse of this information way outweighs any alleged benefit.

If they can't get the felons & rapists etc into the database since it so backed up how do they plan to get babies DNA into one? I would think that felons etc would be of more importance then collecting the babies DNA but then this is the govt we're talking about. Can't finish one thing before they have another plan. Shaking my head again & thinking how much I hate the morons in the WH.
For that matter, all the tattoo designations could be confined to the right hand or forehead, where they’ll be easy to see and scan.

That can be gimmicked at any level, so DNA won't mean squat. It isn't who casts the ballots, it is who counts them.
Of course, with the Government owning health care, the next step is to weed out all the people who have any genetic predisposition toward any trait the government has declared undesireable. Once the ubermenschen are separated out, the undesireables can be eliminated, and then the true master race can continue...or some such.
It boggles the mind to think what a modern-day Hitler could do with computers and a DNA database...

What does a tattoo have to do with biometrics? Any tattoo can be applied to anyone — it’s basically no different than ID cards and papers in terms of reliability.
I’d start with felons too. But too many people haven’t been convicted of felonies, and go around repeating crimes easily because nobody knows who they really are.
Illegals, felons, not-yet-convicted felons (including the large category of credit theft by identity theft), vote fraudsters, insurance fraudsters, welfare/food-stamp fraudsters — there’s a very long list of people getting away with things that do serious damage to our society and economy because there’s no way to reliably identify them. I’m a big fan of personal responsibility, but it can’t be required on a large scale until we can readily ascertain who a person is.
Example: There’s a big problem in nursing homes with low level staff abusing patients. Many of these people have been fired from other jobs, or have warrants out for their arrest, or criminal convictions for violent and/or sexual crimes, etc. But they just use a different identity (sometimes stolen from a previous co-worker, so they can even get a good reference) to get another job that gives them access to vulnerable people. Then they beat, rape, steal pain-killing drugs, etc.
Also, whenever a biometric ID system comes into being (and I’m quite sure it’s a matter of “when”, not “if”), I think it’s very important to require duplicate databases at the federal, state, and county levels. The federal government can’t be trusted, and there needs to be a mechanism for challenging the validity of its data.

Of course the federal government can't be trusted. That's the whole point of why they shouldn't have it at all. But once the government gets that kind of power, it's not going to be giving it up and there will be no challenging it. Time has a way of remedying that.
A blood sample wouldn’t even be needed — a cheek scraping would suffice. I’d be very concerned, of course, about this data pointing back to even a region — under Bummercare, it might be used to throttle back care to certain regions genetically expected to encounter a greater than normal illness rate (or worse illnesses) in later life.
