The commissioners are trying to figure out what went wrong. Thirty seven cities in Indiana garnered 47 of these grants, to the tune of 9 million dollars.

That's the real problem here, 9 million dollars from the feds.

Back in the day that was a lot of money, You understand where that 9 million dollars really comes from right?
