It doesn’t even have to be racist. I think the much lower standard the government applies to states and private individuals is “disproportionate impact”. So if states decided to tax rap albums and downloads, the feds would be on top of them in a second.
The term “reverse racism” annoys the heck out of me. Isn’t the reverse of racism respect, love, fairness and all that good stuff? Racism is racism no matter which direction it goes.
They would have netted more tax dollars by taxing nail salons. Most of the women black, white, and hispanic I see are wearing fake nails.

That charge was made when a tax increase on large malt liquor bottles was proposed ~ I think in that big tax increase Bill Clinton imposed ~ 1993?
I wouldn’t call it reverse racism (or even racism). It’s simply immoral. Government should not use taxes to “punish” people for making a choice to do something legal. This holds true for smoking, drinking or whatever.
