Treasury Targets al-Qa’ida Leader with Ties to Umar Farouk Abdulmutallab
WASHINGTON – The U.S. Department of the Treasury today designated Anwar al-Aulaqi, a key leader for al-Qa’ida in the Arabian Peninsula (AQAP), a Yemen-based terrorist group. Aulaqi was designated pursuant to Executive Order 13224 for supporting acts of terrorism and for acting for or on behalf of AQAP. Since its inception in January 2009, AQAP has claimed responsibility for numerous terrorist attacks against Saudi, Korean, Yemeni and U.S. targets. Executive Order 13224 freezes any assets Aulaqi has under U.S. jurisdiction and prohibits U.S. persons from engaging in any transactions with him.
“Anwar al-Aulaqi has proven that he is extraordinarily dangerous, committed to carrying out deadly attacks on Americans and others worldwide,” said Under Secretary for Terrorism and Financial Intelligence Stuart Levey. “He has involved himself in every aspect of the supply chain of terrorism — fundraising for terrorist groups, recruiting and training operatives, and planning and ordering attacks on innocents.”
Aulaqi has pledged an oath of loyalty to AQAP emir, Nasir al-Wahishi, and plays a major role in setting the strategic direction for AQAP. Aulaqi has also recruited individuals to join AQAP, facilitated training at camps in Yemen in support of acts of terrorism, and helped focus AQAP’s attention on planning attacks on U.S. interests.
Since late 2009, Aulaqi has taken on an increasingly operational role in the group, including preparing Umar Farouk Abdulmutallab, who attempted to detonate an explosive device aboard a Northwest Airlines flight from Amsterdam to Detroit on Christmas Day 2009, for his operation. In November 2009, while in Yemen, Abdulmutallab swore allegiance to the emir of AQAP and shortly thereafter received instructions from Aulaqi to detonate an explosive device aboard a U.S. airplane over U.S. airspace. After receiving this direction from Aulaqi, Abdulmutallab obtained the explosive device he used in the attempted Christmas Day attack.
Aulaqi was imprisoned in Yemen in 2006 on charges of kidnapping for ransom and being involved in an al-Qa’ida plot to kidnap a U.S. official but was released from jail in December 2007 and subsequently went into hiding in Yemen.
“Aulaqi has sought to encourage his supporters to provide money for terrorist causes. Those who provide material support to Aulaqi or AQAP violate sanctions and expose themselves to serious consequences,” continued Levey.
Today’s action supports the international effort to degrade AQAP’s capabilities to execute violent attacks and to disrupt, dismantle, and defeat its financial and support networks. The U.S. Government will continue to work with allies to identify and take action against persons acting for or on behalf of, or providing financial and other prohibited support to, Aulaqi and AQAP.

I tended to stay upstairs in my office when he was working. With the other forecasters I stayed downstairs and visited but for some reason I didn’t like being around him
He was a nice enough guy but his anti-Bush BS tended to turn me off. Had I known this guy was a terrorist wannabe I would have went to work armed (which probably would have eventually gotten me fired or jailed)
He medically retired in April and I attempted to get his job but it didn’t work that way. Now I wonder if he really had a medical problem or if he just had to get out of Dodge

Spouse Pleads Guilty, Sentenced for Making False Statements
ANCHORAGE, AK—United States Attorney Attorney Karen L. Loeffler and FBI Special Agent in Charge Kevin Fryslie announced that Paul Gene Rockwood, Jr., a former King Salmon, Alaska resident, was sentenced today to eight years’ imprisonment in United States District Court for making false statements to the FBI in a domestic terrorism investigation. Rockwood’s spouse, Nadia Piroska Maria Rockwood, was also sentenced today for making false statements to the FBI in connection with the investigation of her husband.
Chief United States District Court Judge Ralph R. Beistline imposed the eight-year sentence, pursuant to a plea agreement, entered into by the parties on July 21, 2010.
Also today, Nadia Piroska Maria Rockwood, 36, the spouse of Paul Rockwood, was sentenced for her felony conviction for willfully making false statements to the FBI. Under the terms of her plea agreement, Nadia Rockwood agreed to a sentence of five years of probation which was imposed by the court at sentencing.
According to the plea agreements and other documents filed with the court, Paul Rockwood converted to Islam in late 2001, or early 2002, while living in Virginia, and later became a strict adherent to the violent jihad-promoting ideology of cleric Anwar Al-Awlaki. Paul Rockwood held a personal conviction that it was his religious responsibility to exact revenge by death on anyone who desecrated Islam and, while residing in Virginia, he began researching possible targets for execution.
According to the filed documents, after he moved to King Salmon in 2006, Paul Rockwood continued his adherence to Al-Awlaki’s ideology and began researching the method and means to exact revenge on his intended targets, which included U.S. service members. Among other topics, he researched explosives and remote triggering devices. In 2009, he began sharing his ideas about committing acts of domestic terrorism with others, including the possibility of using mail bombs or killing targets by gunshot to the head. By early 2010, he formalized his list to include 15 specific targets, all outside the state of Alaska.
In April 2010, Paul Rockwood gave his written target list to his wife, Nadia, who, knowing of its purpose, carried the list with her on a trip to Anchorage. The FBI’s Joint Terrorism Task Force (JTTF) subsequently obtained the target list. On May 19, 2010, JTTF agents questioned Paul Rockwood and provided him a copy of the target list. In response to agents’ questions, Rockwood made false statements, denying he had created such a list, denying the purpose of the list and denying ever having such a list.
JTTF agents also questioned Nadia Rockwood on May 19, 2010, about transporting the target list authored by her husband to another person. In response, Nadia Rockwood made false statements, including deceptively claiming that she had delivered a book or a common letter to another person, among other deceptive explanations.
This investigation was conducted by the FBI’s Joint Terrorism Task Force in Anchorage. The prosecution was handled by Assistant U.S. Attorneys Steven E. Skrocki and Bryan D. Schroder, of the U.S. Attorney’s Office for the District of Alaska, and Trial Attorney Paul Ahern, of the Counterterrorism Section in the Justice Department’s National Security Division.
