This is all just an orchestrated way to “clear” Rangel with a hand-slap so that in 10-12 months he can accept a higher-end, less-work govt position that he doesn’t have to do more campaigning, show up for those votes, etc.
Or maybe they just want to “clear” him b4 the congress changes hands...
