They said an armed man was in the store acting erratically and destroying merchandise. None of the more than 40 witnesses back that up.

I agree that the intent of the manager wouldn't have been to get this man killed. That said, if ANYONE phones the police to report an armed man destroying things they'd have to know that would elicit one heck of a response. And that's exactly what happened.
