Tehama County Sheriff Clay Parker didnt know that he would be named as the lead plaintiff on a suit challenging a new law that would require handgun ammunition buyers to register with the government.
I wasnt expecting that, he said Tuesday, chuckling as he recounted opening his mail last week and seeing the civil complaint with Sheriff Clay Parker v. The State of California on the cover sheet.
But he doesnt mind.
Parker said he believes that Assembly Bill 962, signed into law last fall by Gov. Arnold Schwarzenegger, is a badly written bill that infringes on the rights of gun owners.
The law requires buyers of handgun ammunition to provide identification and leave thumbprints and personal information with registered ammo sellers.
The law also puts restrictions on online sales. Any ammo purchased over the Internet would need to be picked up at a licensed handgun ammunition dealer, similar to the way guns are bought and sold.
Parker said the law applies to the many types of ammunition that can be used in both rifles and handguns, including the cheap and popular .22-caliber rounds used by target shooting enthusiasts and small game hunters.
The language is too broad, he said.
The new restrictions will take effect Feb. 1, 2011.
Authored by Assemblyman Kevin de Leon, D-Los Angeles, the bill was touted as a way to keep gang members and criminals from having easy access to bullets.
The bill passed on a party-line vote with Republicans like Assemblyman Jim Nielsen of Gerber and Grass Valley Sen. Sam Aanestad adamantly opposed.
The information collected during bullet sales would be kept on file and made available to law enforcement agencies.
Around a dozen gang-plagued cities in California have enacted similar local ordinances ...

California has to be the most idiotic state in our land.
Just give the bitch to Mexico, along with all of the people in it. CA is BAD for the US.
Scouts Out! Cavalry Ho!
There are a whole bunch of northeastern states that are trying to be more stupid and take more freedoms from the people than California.
I’m just curious a bit. But since gangs and criminals have little difficulty getting guns in Kali why do these idiots think another law will somehow magically stop them from getting ammo?
Won’t they just start buying ammo in other states and selling that on the streets
Too? Creating yet another black market...
We just need another country...
I wish.
They’ll just have another reason to break into your house too - to steal your ammo.
I don’t see how requiring ID and a thumbprint when you buy ammo is going to help the cops solve any more crimes, either. I guess once and a while some stupid criminal/former felon is going to show up in some store to buy ammo and then get caught, but that’s about it.
I know folks who buy ammunition that comes in from Mexico already. Supposed to be cheaper.
Officials who have never dealt directly with criminals are prone to many fundamentally erroneous conclusions about deviant social behavior.
The rest of us who reside in the real world know better.
They need to exit “stage right”.
Things will sort themselves out.
Another insane day in America.
Sheriff Parker: “a badly written bill that infringes on the rights of gun owners.”
Unlike the Sheriff that was sent back to elementary school.
"Yo, I need fiddy in fortie" "You got any?"
Or, more likely, sends in his girlfriend: "I'd like some forty in fiddy. No, wait, I mean. Dang! Just a minute, I'll be right back." "I gotta check what it says on the barrel, you know, next to them scratched-out numbers." "I'll be right back, baby, I promise."
"Officials who have never dealt directly with criminals are prone to many fundamentally erroneous conclusions about deviant social behavior."
"The rest of us who reside in the real world having dealt with Politicians (officials) know better."
There, maybe that's what you meant.
A bullet is an inanimate object without the power to do much on anything without being launched in a firearms as the result of a primer igniting a propellant powder charge inside a shellcase, after being assembled into a cartridge which is inserted into a firearm chamber......
A bullet is to a cartridge as cement is to concrete, as flour is to bread, etc. When will they ever learn?
“...keep gang members and criminals from having easy access to bullets.”
If they’re that dangerous, how about keeping their asses in jail?
I do not live in Ca but this mad me so angry I literally just went on line and bought another 1000 rounds of ammo and ten more magazines for it.
The only people that should be banned from owning, using or possessing firearms is GOVERNMENT EMPLOYEES, Having lived in Ca til 2 years ago, 90% of All Peace Officers are far more dangerous than Any Gang Member to the general public. I have never quite understood why so many people freely choose to give the Jack Booted Thugs in uniform a Free Pass as well as the benefit of Doubt. I personally have known many cops, ALL OF THEM ARE CORRUPT in one way or another and Should never be Believed or trusted for any reason ever.
As long as they don't give them any brass, powder or primers, I think the bullets would be fine. I'd be especially worried about the primers and powder cause they're EXPLOSIVE! ONOZ!
A little verbose I agree.
I’ve spent my adult life dealing with felons. They come in all flavors.
Politicians really aren’t as sophisticated as a rule.
