Universal American usage places commas and periods inside the quotation marks, with minor exception;

That seems to be the way the latest argument is going. See reply number 9 though. I learned that punctuation always went inside quotations marks, however there seems to be some debate over that. I have been called on the carpet for ALWAYS placing them inside.
