That seems to be the way the latest argument is going. See reply number 9 though. I learned that punctuation always went inside quotations marks, however there seems to be some debate over that. I have been called on the carpet for ALWAYS placing them inside.

Punctuation almost always goes inside the quotation marks. A typical exception would be a question mark when the quote is not a question.
If he didn't know what happened, why did he say "I know what happened"?
Your use above was correct though, because the quote was a question. "What happend...mama what happened?"
