I've read of those who lost a hand for stealing a sandwich or an apple, but this seems to me to be extreme even by their own barbaric standards. Take the guy out and shoot him if you want, but imposing this sort of thing is deliberate torture and barbarism. It won't help the victim as much as seeing the perp shot would.
