The Constitution requires the “advice and consent of the Senate” on certain presidential appointments.
Not all, mind you, just some, such as ambassadors and public ministers whom the Congress has not actively exempted from the requirement. This is fortunate for the busy Senate, since our overgrown executive branch now employs about two million civilians across some 1300 federal agencies.
The Constitution allows most of these aptly-named “inferior officers” to be appointed without Congressional vetting. Since Congress has the Constitutional right to decide which roles require Senate approval, a really active role in executive personnel management could utterly paralyze that body (which wouldn’t be all bad, when you think about it, considering how much more inferior many of our Senators are nowadays).
The President took advantage of the Congressional campaign season – sorry, the August recess – to make a few recess appointments of nominees whom the Senate had not yet approved.
Before just accepting that fact at face value – and to be fair, we should remember that Presidents of both parties have used this tool – we should consider whether this step was ever the intention of the Framers at all.

And the Democrats who screamed when Bush used recess appointments, have nothing to say about a good Democrat doing that.
Again, to the liberals, any procedure is ok as long as a good Democrat is the one using that procedure. If an evil Republican has done that, then it’s an evil act.
And the lapdogs in the MSM will dutifully report it as such.
What’s good for the goose is good for the gander. A strong conservative leader will not hesitate to use the tools the jackasses have given to their dear leader and a swamp draining might ensue. The trick is to find a Strong Conservative Leader with a very impaired conscience.
Perdogg — thanks for your comment, but remember how much damage any appointee can do in a day, let alone a month or a year.
I can’t begin to get my head around the idea of appointing someone to the SBA who wants to blur the definition of small businesses to include big businesses, or appointing a commie as ambassador to El Salvador considering their horrible problems with communists, and Cubans in particular, in the 70s and 80s. It takes decades to undo such damage, however brief their tenure may be.

Recess apointments, “czars”, Executive Orders and the like should ALL be banned. These tactics serve only one purpose - circumventing the Constitutional process established to prevent abuses by a strong central government.
You just described in a nutshell the SOP of the Democrat Party.
Bush appoints John Bolton. A well qualified and competent man as Ambassador to the UN.
Obama appoints a woman who was sleeping with a Cuban spy.
Imagine how insulting it is to a Marxist caliph to have to kowtow to a sniveling Senate, even one made up of his own toadies. Other tyrants aren’t expected to suffer the indignities of subordinates mucking around in their decisions. Why should Obamao put up with it? Screw the Constitution and checks and balances, all those things that apply to mere mortals trying to obtain the greatness that demigods possess from birth. Barry is the chosen one.
why can’t the senate chose to vet the guy after he is appointed and throw him out if they deem him unfit for office?
tioga — that is actually the plan... that these appointments be temporary, with the assumption that the Senate will get around to it later and either approve or toss...
But it never happens that way, does it? these temporary appointments go there for four months or a year or a year and a half, and they do as much damage as they can in that time... and then they go home, happy to have caused a measure of destruction in that time.
Protecting the dems from having to vote on his sleazy nominees.
so it’s just another thing the DC crowd has dissed along with actually reading the bills they vote on. more reason to throw all the bums out.
