He had to say it the third time because he got it turned around the 2nd time. He had started to say, “What we did know is that it would take nearly a decade,” but the finish for that would have been, “to come out of it.”
He realized his error, so he had to pretend he didn’t know the sound system was working fine, so he could say it again to get it right.

I watched it 4 times in a row and IMHO you are correct!!! He blew it the first 2 times, did the "Is this thing on?? thingee, and then FINALLY got the line right!!
He is such an idiot it is beyond words.
I believe that the remarkably gifted orator used the term “wreck havoc” instead of “wreak havoc” in that little sound bite.

The funny part is Bush put the directive in to draw the troops down by August next year.

You are auditorily gifted, savedbygrace! I didn’t catch the deception until I read your post and went back and watched again. (I thought it was strange that there was no feedback from the microphone or anything that would have led him to believe there were sound troubles.) You are exactly right!!!
This was a prompter problem and not a sound problem. Notice how the sound was working fine and HE kept stopping. He kept repeating the same lines (that were on the teleprompter) over and over until the prompter guy woke up. You can see his face react the same way each time he gets to the same line and the prompter doesn’t move.
The comment “Is this still going to the press?” shows the only thing he cares about. A real leader speaks to the people.
No one is buying the sh*t sandwich he is trying to sell. Blaming others is not the sign of leader that will accomplish anything positive.
