Well, perhaps others would like to live in a high energy electrical field all the time, but I’m not likely to buy a home under electrical transmission lines any time soon. In effect, this is something akin to what they are suggesting is a great idea.
As other posters have mentioned, this is nothing new. Tessla came up with this idea a long time ago. It’s gone nowhere for several reasons, but the high energy field is one that’s good enough for me.
No thanks.

Tesla was a genious and my kind of scientist. He wasn’t afraid to try crazy and far feteched ideas or explore different theories. Today if you even claim to entertain a view outside of the mainstream you are labeled a crackpot.

Prediction: The gummint will spend billions and billions of dollars developing and building this grid. A few years later, they will discover that the electrical energy was there for a reason. They will have effed up the weather patterns and ruined agriculture over a wide area.
They will then tear it down and sell the pieces to China for a penny on the dollar.
Did you hear that the military is not happy with windmills? They block navigational radar and weather radar. Never saw that coming, eh?
