I infer that by "his," you mean Obama's. Yes, not only Obama's, but all in the US Administration involved with forcing Israel to take down the check points and forcing Israel into these perfunctory "peace negotiations" with the PA at this time.

These "peace negotiations" were just the pretext Hamas needed to unleash their savagery. According to another story today, there were sick celebrations of these murders in the Hama-contolled Gaza Strip.
