I think the outburst of inappropriate laughter is called hebophrenia.

ICD-10 Criteria for Hebephrenic Schizophrenia
A form of schizophrenia in which affective changes are prominent, delusions and hallucinations fleeting and fragmentary, behaviour irresponsible and unpredictable, and mannerisms common. The mood is shallow and inappropirate and often accompanied by giggling or self-satisfied, self-absorbed smiling, or by a lofty manner, grimaces, mannerisms, pranks, hypochondriacal complaints, and reiterated phrases. Thought is disorganized and speech rambling and incoherent. There is a tendency to remain solitary, and behaviour seems empty of purpose and feeling. This form of schizphrenia usually starts between the ages of 15 and 25 years and tends to have a poor prognosis because of the rapid development of "negative" symptoms, particularly flattening of affect and loss of volition.

Sounds more like the epilepsy described in my other link to me, but I'm not a physician so YMMV.

Compulsive cursing, or coprolalia , is often the result of neurological conditions such as Tourette syndrome (TS), frontal lobe damage, epilepsy , schizophrenia, dementia, Alzheimer's disease, and mental retardation.

Who knows? So many things fit.

Wonder if that had anything to do with obummer's mother working for Geitner's father when she was in Indonesia.

Anyone heard anything about Rahm lately? We haven’t seen hide nor hair since the scene at the Wailing Wall, have we? This report brings his name up. Is he even in DC anymore? And the giggling—he can’t BELIEVE his own position of power, it is so incredulous, EVEN TO HIMSELF! He giggles to get over the stress of filling a position for which he isn’t remotely qualified.
