To say that Phil Davison is passionate about the state of the treasurer's office in Stark County, Ohio might be the understatement of the year.

The Republican -- "I have been a Republican in times good, and I have been a Republican in times bad!" he declares -- was seeking his party's nomination to be county treasurer and made a somewhat crazed plea for his party's approval this week.

Davison, a Minvera, Ohio councilman, lost the nomination to North Canton Finance Director Alex Zumbar,
