The article didn’t say they didn’t pay taxes, it said they didn’t pay “corporate” taxes, as they’re most likely incorporated in some way in which their tax liability is the personal tax liability of the owners (like and LLC or an S Corp).

Yes, they are incorporated somewhere but whether they are an S corp or a C corp is not public information. It is not even a state level designation and is an issue between the corporate officers and the IRS.

And LLCs can now choose to pay taxes like an S Corp if they wish to avoid double taxation.

For the Obama administration to divulge that Koch Ind is an S corp would require looking in the IRS tax rolls.
