Maclean's accused of slandering Quebec (Canada's most corrupt province)

Maclean's magazine has unleashed a firestorm with a controversial cover story -accompanied by the iconic figure of Bonhomme Carnaval carrying a suitcase stuffed with cash -that depicts Quebec as "the most corrupt province" in Canada.

Politicians of all stripes lashed out at what they called a new episode of Quebecbashing yesterday, while phone-in radio shows were flooded with angry callers.

The provocative article, which delved into a series of recent scandals and suggested the province is "perpetually rife with scandal," prompted Bloc Quebecois leader Gilles Duceppe to send an open letter to the media, asking: "Are Canadians xenophobic?"

"Unfortunately, this attack is representative of a belief widely held in Canada that Quebec is racist, corrupt and always looking for a handout. It appears that the only group in Canada that can be singled out in this way, the only group that can be insulted, is Quebecers," Duceppe wrote.

Bonhomme is the Quebec City winter carnival mascot, and organizers weren't pleased at its use in the article or with the front-page headline: "Why so many political scandals happen in Quebec."

The carnival urged the magazine to apologize for showing Bonhomme, one the province's most celebrated ambassadors, carrying a suitcase overflowing with cash.

Quebec has always the most corrupt in Canada. From the Duplessis era to the construction scandals to the 1976 Olympics to the sponsorship scandal and the vote rigging in the 1995 independence referendum, and on, and on, and on....

Statism breeds corruption, and Quebec statism is the worst in North America.

Well, the truth hurts.

Just ask Paul Martin, Alfonso Gagliano, Jean Chretien, etc., all of whom were hobbled by Quebec scandals.

OTOH, some of the commenters on those links make the very good point that the corrupt Quebec politicians are notably federalists.

I read the article, and I think that it is a very good analysis, outlining the common causes of corruption. Several of the principles have general application, including in the US, particularly among voting blocks.

The outrage at the article would seem to be masking a recognition of its essential truth.

that's exactly right. And the current staunchly federalist govt in Québec, that of M. Charest, refuses to lauch a commission of inquiry into corruption in the construction industry, over the objections of most of the population, the police commissioners, the opposition parties, and - would you believe - the FTQ. None of which will ever cause Macleans nor the rest of the English Canadian media to make the elementary connection here. In the next Québec election, they'll all plump for M. Charest's party, as they will for his federalist option in the next referendum.
