The long term solution is fixing the Clean Air Act but that would take a veto proof majority prior to 2012 at least.
In the meantime - the only feasible fix is to defund EPA and the associated funding the feds send to the states to carry out this crap.
Make no mistakes, we have multiple layers of beauracracy to deal with and we can't forget that the state level beauracrats will hold the water and carry out the mission if their federal masters are hobbled for a bit.
The defunding needs to happen deeper than just EPA.
Does it ever! Education is a major one but can you imagine the squealing from the NEA and their state affiliates should it ever be tried?
