They are always one and the same, just not always in the same proportions.

They aren't the same now when about 45% pay no federal income taxes, and the percentage receiving benefits from various federal government support programs is at an all time high. The only long term answer to our financial problems is more Americans working, and working at market wages not depressed by millions of illegal aliens, and significantly fewer Americans on government support programs of all types: food stamps, medicaid, welfare, etc., etc.

We went thousands of years without food stamps, Medicare, Medicaid, Social Security and welfare. Let’s phase those programs out over the next 3-5 years.
