There was a Drew Carey episode where the Drew character was temporarily made manager of the department store. He implemented a 'no firing' policy. Immediately all of the employees started goofing off, partying, ignoring customers, etc.

My point is not that there are a lot of bad teachers that need to be fired, it is that, human nature being what it is, some people will do whatever they can get away with. If they thought they might be fired, they might 'straighten up'.
