What they normally do is to schedule some brief ‘official activity’ on the trip, so the taxpayer picks up most of the cost. They schedule the political activity as ‘side trips’, and the DNC has to pick up some of the costs. Presidential security, of course, is on the taxpayers. This is all figured out by a bunch of smart accountants and lawyers.
