The statement actually means that Lee Myung-bak want to believe it was an accident. He and his advisers initially wanted to believe that N. Korea did not sink Cheonan.

Prior to Cheonan incident, Lee has been working hard to arrange another Inter-Korean Summit, and was eager to reap political dividend from it. Chia Head screwed him badly.

As for G-20 Summit, he guy basically volunteered to be blackmailed by hosting it.

The guy is always up for cheap political PR, eager to make him look good, whatever the consequence is.

I was in an MI unit in Korea in 88-89 (332nd MI - The Deuce) and we had a platoon on the DMZ 365 days a year. First time I went to DMZ was at night to recover a vehicle. I asked one of my NCO’s why we had a range so close to the DMZ. He replied those tracers were NK. The DMZ is their Impact Area, happens almost daily.
