So, the plane left Paris for New York, and somewhere in flight the French authorities notified the U.S. that there was a suspicious package on board? Begs the question of why they let the plane leave in the first place, but then it is the French. They probably didn’t want to handle the issue themselves, better to let someone else deal with it away from French soil.

Yup, radiological dangers ~ I'd want to land in Philadelphia.

These guys wanted to land at the CLOSEST airport because something is leaking ~ and they want out ~ but they think it's not a bomb ~ or it is a bomb but it fizzled.

The wording of that particular sentence seems really poor to me. Here it is again:

Authorities say a crew member aboard an inbound UPS plane from Paris, France notified authorities on approach about a suspicious package.

It was the crew members on the flight that reported the package. The French Authorities had nothing to do with it other than being the place of departure.
