I am not sure, but the redistricting map definitely benefits dems. Since they’ve controlled the legislature for ever my guess is that they either have legislative power or a commission they control.
I think one of the processes that would give conservatives a better chance to win elections is if voters were required to provide valid id’s to vote. I’ve had arguments w/voting places when they presume that I am who I say. I try to show my driver’s lic. and I’m told they don’t need to see it. Corruption is one of the problems in California.
