" Although the article fails to clarify the matter, it's my guess that Texas A&M enrolls quite a few out-of-state U.S. citizens who have to pay considerably more tuition than in-state students; probably ten or twenty times as much.
Does anybody recall seeing any articles of concern about pitting out-of-state students against in-state? Not likely.
