Unfortunately, the regime that would have to approve that is in Soros' employ. It would have to be a private operation. Could they call in the Russian FSB to do this? It would not surprise me if they did. What happened in the Ukraine was a test case to see if the tactics would work (The Russians now have a grip on Ukraine that rivals that during Soviet times), and the collapse of the Russian Rouble was orchestrated within the Kremlin with Soros's help (Putin benefited as he could better undercut European exports and also get the euros hooked on Russian oil-and had a convenient scapegoat)
