Sen. Inhofe: Earmarks Apart Of Congress' "Constitutional Duties"
It's more appropriate for an elected member of Congress to determine how some money is spent rather than an unelected bureaucrat like someone in the EPA. You can vote out the member of Congress. There's nothing you can do about the EPA functionary.
Besides, focussing on earmarks is like someone worrying about a mosquito biting his arm when his entire lower body is being gnawed away by piranhas. There are much bigger spending targets (thousands and hundreds of thousands times bigger) to hit than earmarks.

I'd like to see the wholesale closure of entire non-essential Federal Departments and Agencies, in addition to the wiping out of pork barrel style earmarks.
