I was recently thinking that, what if some passengers just said “Screw it!” and put all their clothes (down to their underwear) in the bins and walked through the metal detectors... STILL not good enough??

Not at all good enough for the TSA. See, when people strip down first, the passenger to some degree has taken matters into his own hands (no pun intended). This is all about control...the TSA wants to TELL you what to do and when to do it. Independence is outlawed.
