Mr. Frank's attitude seems to be that Americans need to justify why they should keep the money they inherit instead of the government needing to justify why they should be allowed to confiscate it.

Actually what a lot of people do is go out and buy a lot of very expensive antique furniture. Then they claim that their household furnishings are worth nothing and leave them to their kids.

Part of why I had children late in life was to have heirs to give what I have accumulated.
