'We the people' to open next Congress

The Constitution frequently gets lip service in Congress, but House Republicans next year will make sure it gets a lot more than that - the new rules the incoming majority party proposed this week call for a full reading of the country's founding document on the floor of the House on Jan. 6.

The goal, backers said, is to underscore the limited-government rules the Founders imposed on Congress - and to try to bring some of those principles back into everyday legislating.

"It stems from the debate that we've had for the last two years about things like the exercise of authority in a whole host of different areas by the EPA, we've had this debate in relation to the health care bill, the cap-and-trade legislation," said Rep. Robert W. Goodlatte, Virginia Republican, who proposed the reading. "This Congress has been very aggressive in expanding the power of the federal government, and there's been a big backlash to that."

Anyone who buys this load of bs is an idiot at best. All one needs to do is look at the recent tax spending bill that was started I the senate and not in the house as required in the constitution. Yes, many republicans in both houses voted for the bill even though it is unconstitutional.

But hey, they will start next year to follow the constitution.

Sorry sell crazy somewhere else, we’re all loaded up here.

Thanks for the reminder that you can get the U S Constitution as app on my Droid. It would be nice to have one that reads to you like a Bible app that I have. I am sure one will come out soon enough.

A year or two ago, a similar situation arose where a spending bill appeared to originate in the Senate in violation of the Constitution.

At that time, I remember hearing an explanation of how that can be done and still be technically within the constraints of the Constitution even though you or I would consider it to be an end run around the Constitution.

Spending bills for all sorts of things originate in the House and are given a number (HR #XXX) and sent to the Senate for consideration. The Senate can agree to the bill and it will become law or the Senate may tweak the spending proposal and then the bill may end up in Conference to iron out the differences and then it becomes law.

So if the Senate wants to offer a spending bill and time is of the essence, the Senate simply takes and already existing spending bill (with its HR #XXX), for say a rural electrification project, and guts it of its provisions and fills that bill back up with new amendments pertaining to whatever spending that is emergent. The bill ( HR #XXX ) is voted on by the Senate and sent to the House.

So the spending provisions in the bill were clearly generated in the Senate but the Senate simply attached them to some other spending bill that had previously originated in the House. End run around the Constitution complete.

I heard that explanation given on TV sometime within the past two years, so someone please correct my recollection if it is factually incorrect.

They have to start somewhere. What better place than at the door of what you seek. Once the door is opened then Reagan’s famous edict “Trust but verify” comes into play.
