New Mexico, the only state besides California to move forward on comprehensive global warming regulations, is reversing course under a new Republican governor, Susana Martinez. The move threatens to cripple the Western Climate Initiative, a California-driven effort to enact a regional trading program to curb greenhouse gas emissions. Martinez, who replaced Democrat Bill Richardson, announced on Tuesday that she is removing all members of New Mexico's Environmental Improvement Board because of what she said was its "anti-business" policies. After a heated debate, the board last year approved measures to limit the emissions of the state's largest polluters and to join the regional cap-and-trade program.
Supporters argue that the board, whose members were appointed by Richardson, went through an exhaustive public process before approving the regulations, but Martinez's office contends the board moved forward with the regulations after state lawmakers rejected similar efforts during the legislative process.
Martinez said in a statement that New Mexico has been hurt by policies that discourage economic development and result in businesses fleeing the state. "Unfortunately, the majority of EIB members have made it clear that they are more interested in advancing political ideology than implementing common-sense policies that balance economic growth with responsible stewardship in New Mexico," Martinez said...
The fate of the emissions rules remains uncertain. Martinez issued an executive order Saturday halting all pending regulations by executive branch agencies under her control to determine whether they hurt businesses in New Mexico. She also directed agencies to review rules now in place and determine by the end of the month which ones should be scrapped to improve economic development and job growth.
Even if Martinez's administration overturns the rules, another public process — including a hearing and an opportunity for the public to comment — would be necessary.

Now here’s a lady that means business. I assume she has the governmental authority to fire them — if so, that decision cannot be legally challenged. The Left will howl, but let them. The now-vacant seats should be left empty. Perhaps Governor Martinez can’t abolish the Board itself (that power probably comes from the legislature), but she can figuratively and literally “decapitate” it, simply by “emptying the office” of its current crowd of chair-warmers. Kudos to her — the incoming crowd of Republicans in D.C. could learn a lot from this.
This is EXACTLY what President Palin needs to do with the EPA as soon as she is inaugurated in January of 2013.
As president, she has the absolute power by which to hire and fire “discretionary positions” inside the federal bureaucracy. As of January 2013 all employees holding discretionary positions within EPA should be summarily dismissed. The non-discretionary employees (i.e., “career government bureaucrats” who do not serve “under the pleasure of the president”) should have their work assignments terminated. Pay them to do NOTHING, if need be, rather than let them continue their destructive policies. Yes, as career employees, they may not be subject to [unchallengeable] termination, but they can certainly have their work assignments controlled.
This will send a screaming signal to American business and to the American people as well that things are going to be changed, and that the old freedoms of America are to be restored.
Once done, a small cadre of presidentially-appointed officers should be installed at EPA to begin reviewing and dismantling the destructive policies of the past 30 years.
What was decreed by fiat, must be erased by the same!
With global warming legislation stymied in Congress by coal and oil interests, environmentalists have looked to the states for measures to address the growing levels of carbon dioxide emissions that are trapping heat in Earth's atmosphere and causing changes in the climate. California, New Mexico and other Western states have begun to suffer longer droughts, rapidly melting snowpacks and other effects that scientists attribute to human-induced global warming.

Slurp! What gets me is it is presented not as opinion, but as fact. And this is supposed to be a news article. Most people who live in the West know that droughts are cyclical.
Martinez will be the next target of the EPA.
And she’s only a short trip from Texas, so Lisa Jackson won’t leave big carbon footprint flying over to Santa Fe.

Susana has already made a small dent in state salaries by firing two of Richardson's expensive chefs (how many does it take to make a burrito??) and requiring the chief of the governor's mansion to take a 25% cut in pay.
Also, the new department and agency heads have maximum salaries of $125,000 per year (down from $188,000 under Richardson). Further all of his political appointees were fired (about 300 forced resignations) though some made it through to become "civil service" employees. Her staff is investigating who did that so that they can be terminated. The fired employees can reapply for their position and will be rehired if they are qualified and the position is necessary.

Whadda bunch a bs as I slog my way to the corrals to feed the horses, and donkey. The only droughts we suffer are man made, LEFTIST MADE. Were it NOT for the environmentalist crybaby freaks living off taxpayer grants screwing everything up we’d have water everywhere we need it, as well the energy to pump it.
