The early development of the Internet by the government was done on a shoestring, just to allow scientists at different labs to communicate and pass along their results to each other. So Kerry is full of s*t, as usual.

I'm getting tired of that old saw from these old asshat fossils. I work in the R & D department of a large semiconductor company, and almost every time I tell somebody I work in R & D, they ask me for which government department do I work.
They look at me as if I had two heads when I tell them I work for a PRIVATE company.

An idiotic notion. The invention of the interet was more than anything the setting of a standard. Clever thinking, but since then the internet protocols have been vastly explanded to carry voice, video, handle more users (IPV6), and I think practically all of this stuff was done in the private sector.
Huge advances in the internet’s speed has occurred through hardware and software advances. Think fiber optics, high speed semiconductors, vast price reductions in equipment. The internet mass-market appliances have undergone more than one revolution. Think of the advances in set top boxes and phones. Most of the internet traffic now is video. The cellular network has grown from voice to broadband. None of this stuff was brought to life by government.

The internet was invented by universities as a way of sharing research data. This part, government probably did fund. But it wasn't government's idea. It was probably college professors who applied for grants and got funding to create it.
GUI technology was developed independently and then applied to the internet. Once the first GUI browsers took hold, the internet really began to take off.
I believe Government's role was very limited and probably just to funding, not invention.
That said, I still want the Government funding University projects, when they have practical value and aren't just and excuse for a professor to study sex.
It is not the province of the government to “invent” anything, including the internet. What the government tends to “invent” is waste, fraud, abuse and the wielding of power by those who cannot succeed in the marketplace of ideas, where inventions are supposed to be made.
It is not the job of the government to invent things. It is the job of the government to carry out the constitution. That’s it.
Obviously, Kerry thinks the government should be in the business of inventing. He shouldn’t be allowed to get within 10 feet of Washington DC.

Far better to reduce the government so much that it comprises only those who are smart enough, accomplished enough, and motivated enough to do something right, like invent the Internet.
But then, deadbeats like Kerry would be out of jobs.
Funny how morons like this one can look at a sea of millions and millions of government employed faces and be convinced that there’s someone out there smart and capable enough to invent the Internet. And yet, they look and the sea of millions and millions of American voters and taxpayers, and come away convinced that they’re all just too stupid to even feed themselves.
Huh? What has a “GUI” got to do with the internet?
Facts. The protocol that the Internet runs on (TCP/IP) was invented by DARPA. The current crop of “GUI’s” like the MAC and Windows Graphics interfaces are descendants of work done at Xerox PARC.
The two really don’t have anything to do with each other.
As for John Kerry’s remark - I know - let’s cut out all parts of government except the military since THAT is where the Internet protocol came from!
