That's why McConnell wants to embed it in an already popular primary bill would pass on its own merits. I believe a discharge petition is also feasible. A total of 51 signatures calling for the bill to be discharged from committee and brought to the floor forces Reid to act.
With 47 GOP Senators, perhaps, four of the 23 Democrats who are up for re-election would be interested in saving their jobs.
At any rate, McConnell has ample parliamentary tactics at his command to force a vote.
Then, if they actually turn it down, do it all over again.

Like Joe Manchin, he of the "shooting a hole in the Obamacare bill" campaign ad? Would he not lose every shred of credibility in his home state if he did not vote to repeal?

I prefer a Rule 14...absolute clarity and not allowing dim Senators to muddy the waters by claiming the GOP was muddying the waters.
Standalone repeal vote.

There are AT LEAST 12 of the 21 Senators up for election in 2012 that are T E R R I F I E D at the thought of voting for this bill again and will do everything in their power to avoid a vote.
