When a cop can arrest you for having items “commonly used for bomb making”, how long before you can be rounded up as one of the “usual suspects”? Where should the line be drawn?

Let’s say I get pulled over for a rolling stop at a stop sign. Cop sees suspicious stuff. I have some reasonable explanation, I’m driving over to my amateur rocket club, we’re doing a launch today, here is the flyer. Cop says, have a blast.

Or I say, um, what stuff? Oh that, I um was going to see if I can use the fertilizer to melt ice on sidewalks, and the aluminum does not belong to me, I don’t know where it came from. Cop busts me, saying there ain’t gonna be a lot of ice in El Segundo, now is there? You can explain all this down at the station after you’re printed.
