I know, we have the possibility of that type of insurance here in Indiana as well, however, I did say most, but maybe I should also add the qualifier of most non commercial vehicle insurance.
Also, in some states, you don’t have to have insurance, just have to be bonded.

More to the point: how can private insurance operate in a world where there are no drivers licenses by which to track tickets and accidents and DUIs?
Maybe based on your claims? How about punish folks for what they do, not what they might do. In the mean time, I have to register myself ten different ways. Criminals and illegals don't bother and no one cares. There ain't no money in it...

Laz! Lots of those folks have a "valid license". Insurance knows based on claims.
An ID to vote, cash checks etc is cool. But I have to register every year, and get a new little card with my picture every so often, even if I have done nothing wrong, just so I can pay "road taxes" for the "privilege" of going about my own business. Ain't freedom great!

Seems to me that your brand of common sense says that licensed drivers far out pace unlicensed drivers in accidents.
The government has never checked my brakes. They just sniff my exhaust anally and if my emissions pass, they renew my registration. That's the extent of the registration renewal process around here.
OK, I think a drivers license should be required as a screening device to make sure we have competent drivers.
I think the phrase that “driving is a privilege” is garbage.
It is a right; as long as you are a competent driver.

ATL has been the plaything of the City of Atlanta inner city political class for 3-4 decades. As such, it is run primarily for the benefit of that political class. Fortunately, it is relatively easy to get in and out of quickly if you know what you are doing, which I do.
You don’t need a driver’s license to operate a vehicle on your own property.
In NY you get a thorough lookover. In GA, they check lights at a minimum, not sure about brakes but I think they do. Exhaust is a roger too.
He is quite right, and very bold to propose rolling back 100 years of government encroachment in this area. Good for him!
