Secret documents reveal that the three Qatari men conducted surveillance on the targets, provided “support” to the plotters and had tickets for a flight to Washington on the eve of the atrocities.
The suspected terrorists flew from London to New York on a British Airways flight three weeks before the attacks.
They allegedly carried out surveillance at the World Trade Centre, the White House and in Virginia, the US state where the Pentagon and CIA headquarters are located.
Ten days later they flew to Los Angeles, where they stationed themselves in a hotel near the airport which the FBI has now established was paid for by a “convicted terrorist”, who also paid for their airline tickets.
Hotel staff have told investigators they saw pilot uniforms in their room along with computer print outs detailing pilot names, flight numbers and times and packages addressed to Syria, Afghanistan, Jerusalem and Jordan.
On September 10 they were booked on an American Airlines flight from Los Angeles to Washington, but failed to board. The following day the same Boeing 757 aircraft was hijacked by five terrorists and crashed into the Pentagon.
But, instead of boarding the American flight, the Qatari suspects – named as Meshal Alhajri, Fahad Abdulla and Ali Alfehaid - flew back to London on a British Airways flight before returning to Qatar. Their current location is unknown.
Investigators are also hunting a fourth man, Mohamed Al Mansoori, who they say supported the alleged terrorist cell while they were in the US.

Apparently this cable from Doha went to the State Department and to Homeland Security, and presumably to the FBI. Did they just give up looking for these people? They certainly didn't just find out about it now.
Once word got out and passengers were restricted to their seats, it would have been harder to initiate a hijacking.
There were two Middle Eastern guys living upstairs across the street from us. They’d be up on the internet all night. We knew this because the window had no curtain. The landlord told us they paid the rent in cash. And their “work” situation was muddled. They apparently would just be out of the house a few hours at a time during the day. They were gone the day after 9-11. We are a ten minute subway ride from Down Town Boston.
They had to give up pursuing these folks or it would damage U.S. outreach to Muslims.

I think I remembering reading that there may have been at least 12 planes involved but the rest of the hijackers didnt carry out their murderous plans due to the crews knowing by then...
and of course the planes were grounded etc or landed at the nearest airport.;.
The hijackers hadnt planned for that happening...
They drove cars which they would just abandon because of a flat tire. They refused to interact with students of any other origin. Their groundschools had to be isolated and non inclusive of western students. They would meet other ME people who were not students in area hotels, parking lots, and shopping malls. They would kiss, hide in a corner and exchange documents, papers, money, and weird stuff like knives, and small leather cases.
These were the sons of royalty in most cases as it was explained to us. The strange goings on were when they would meet with family business agents here in the US. The typical family employs many of them to take care of the needs of their families and associates. Kind of like personal secretaries.
I’ve always had this crazy idea that if the Fed’s hadn’t taken down all flights...that by the next day...another couple of flights would have been taken over.

there may have been other planes but I doubt restricting passengers to their seats would deter a group of terrorists. Whose going to enforce the instruction if they choose to ignore it?
