Does this mean Monsanto gets to sue everybody whose lawn is contaminated with their GE grass?

More or less, now I’m waiting for Balding Eagle to dispute that, however as it sits now, if a Farmer or Seed cleaner or producer is not licensed by Monsanto, they can be sued for producing their product with no license.

How Monsanto was able to gain such a concession is astounding to consider, their product cross pollinates a non monsanto crop and the owner of the non monsanto crop can be sued for damages?
