T.S.A. Says Airport Security Officers Can Unionize

Seeking to end a debate that has brewed for nearly a decade, the director of the Transportation Security Administration announced on Friday that a union would be allowed to bargain over working conditions on behalf of the nation’s 45,000 airport security officers, although certain issues like pay will not be subject to negotiation.

The question of whether unions can negotiate on behalf of airport security workers has been a repeated topic of partisan debate on Capitol Hill, at times threatening to hold up major pieces of legislation or even the Senate confirmation of the agency’s director.

John S. Pistole, the former deputy director of the Federal Bureau of Investigation who has served as head of the transportation agency since last June, announced Friday that he would used the power granted to him by Congress to authorize collective bargaining by airport security personnel on a limited set of topics, including rules governing who gets priorities for vacation time and shift assignments, how workplace transfers take place and how employees are recognized for commendable work. The negotiations will take place on a national level, not with state or local union affiliates.

The nation’s security officers are tentatively scheduled to vote in early March for one of two unions that have competed for the right to represent them, or not to have a union at all. But if they choose a union, they will not be able to turn to it to bargain on their behalf for such traditionally negotiated topics as pay, retirement benefits, job qualification rules, disciplinary standards or issues related to security procedures, like what security equipment they must use or when and where they are deployed.

The administration has to payback the unions for their support. Once in the door, the rules will gradually evolve until all aspects of compensation and work issues are covered.

I seem to remember when they first formed TSA and one of the big sticking points was unionization. They finally had to pass it without the unionization; but, now with Obama, they will simply do what the Congress decided not to do, by regulation instead of legislation.

And when MUSLIM TERRORISTs finally decide to show up the TSA for the incompetent reactionaries they truly are by handing a full-scale disaster to them right on their doorstep, we can rest assured that TSA will be protected through the 'collective bargaining' process. The traveling public? Well, that's just another story entirely.

If George W. ever ended up in Hell, it will be for creating DHS and TSA.

No doubt these folks will be getting automatic cost of living increases... don't be surprised in 20 years when there's newly retired TSA employees entitled to 6-figure/year pensions + free health care benies.

It will happen unless Congress and hopefully a conservative president in 2013 pushes back.

I always like to tell the story about a TSA “agent” I was talking to 30 days after 9/11. Two weeks earlier she was a hair stylist. They are, for the most part, typical government workers. Maybe they can transfer a bunch of postal workers to the TSA.

the Republicans need to put an end to these Federal Employees unionizing.They have No need for a union they are already protected by the civil service system.

The Next thing the Dem’s will try to unionize will be the military.

Anyone who, back then, didn’t see this kind of thing in the cards was truly born yesterday, and is doubtless beyond all redemption.
