President Mubarak said he would delegate some powers to Vice-President Omar Suleiman.
Egypt's military earlier said it was standing ready to "protect the nation".
"I express a commitment to carry on and protect the constitution and the people and transfer power to whomever is elected next September in free and transparent elections," Mr Mubarak said.
Ahead of Mr Mubarak's announcement, thousands of Egyptians had again gathered in central Cairo to call for him to step down.
Doctors, bus drivers, lawyers and textile workers were on strike in the capital on Thursday, with trade unions reporting walk-outs and protests across the country.
Mr Mubarak, 82, had previously said he would leave office only after presidential elections due to be held in September.
Negotiations between the government and opposition groups have made little progress, with protesters disillusioned at plans for reform put forward by Mr Mubarak's government.

I guess Obama’s pep talk to the protesters, the youth, didn’t sway the day.
[Exceprt] Speaking to students at Northern Michigan University in Marquette, Michigan, the president praised Egypt’s youth movement for its role in urging political change.
“Noting that the people of Egypt have “turned out in extraordinary numbers representing all ages and all walks of life,” Mr. Obama emphasized that it was “a new generation - your generation” who had been “ at the forefront” of the activism.
“And so, going forward we want those young people, and we want all Egyptians, to know: America will continue to do everything that we can to support an orderly and genuine transition to democracy in Egypt,” he said.
Striking a campaign-friendly note, the president reminded students that “we live in an interconnected world” - and that “in the 21st century, it’s not just the big cities where change is happening.”
Later in his remarks, the president outlined an $18 billion plan to get 98 percent of Americans access to high-speed wireless internet connections. [End Excerpt]

I just got through listening to the speech of the VP, and he told the populace to go eat cake. They are really pissed. The ‘reporters’ expect full scale violence and chaos in the morning.
Obama comes here to Michigan to peddle his High Speed Internet and he can’t stay on message: He just interjects his worthless two cents about Egypt again. And, Mubarak later tells the One to “F” Off? Maybe the One cracked open a pack of Salems and smoked his hinder off then?
Maybe tomorrow the Pres. will have another thought on what’s going to happen in Egypt?????
