Voltaire was annoying and a jerk to the point where even Mozart was glad he kicked the bucket. Point of the comment is: If people don’t believe in god, they will believe in some other sort of dogma. Voltaire wrote this in response to an atheist, who argued that once society got over religion, they would be free. Voltaire, with his attitude as we all know, stated, there would always be some sort of dogma to manipulate the masses, if not nature’s God, as he or Jefferson talked about, or the God of Christianity, then some other sort of diety or dogma, such as the “gaia” theory we hear about nowadays, even Druidism or the Old Norse beliefs have people campaigning for recognition nowadays, hence as Voltaire indicated, if people don’t go for God, they will go for global warming, the old polytheist Gods, or pseudoscientific dogma.

I quoted Voltaire because I felt his quote fit the context, and summarized a great deal of what was said; agree or disagree if you may.
