You would need a tough-as-nails governor and commandant of state police to try that.

The local LEOs ALWAYS protect the local Boss Hogg.

Sometimes by NOT protecting a group that needs a good union thug ass whipping.

Don’t expect the police to help the tea party member who gets a cinderblock to the head beat down. He’ll be arrested for assaulting the cinderblock with his head.

The local cops will NOT see the union thug beat down.

This is how the powers that be hold the whip of power in third world thug-ocracies.

Now, in the USA. Count on it.

Sadly, I think you are correct.

It's far too late to debate why it is that many communities no longer trust local LEO’s at all.
Frankly, I have slipped from “trust, but verify” to “reserve all judgement”.
Whether communities that accept “don't snitch attitudes” forced the LEO’s into a adversarial mode, or if it was really LEO’s covering up blatant and serious abuses against citizens that began the adversarial role...I don't know.
I doubt anyone else does either.

I do know more criminals are now actively killing LEO’s, instead of merely fleeing from them. We have had more LEOs killed in the line of duty in the last few months and years, than in the entire previous history of our State!(I live in Florida)

I consider killing a cop much worse, by several degrees of magnitude, than the horrible acts of citizen upon citizen crimes of murder.
Let me say that again, so there is no chance that anyone will fail to understand my stated position.

I am very much afraid that we citizens have allowed our entire justice system to devolve into utter chaos.

A Prosecuter will direct the police to arrest an 11 year old child for drawing a violent picture at school, yet will decline to prosecute a man who threatens to kill a woman for ending a relationship.

One man does not pay a few hundreds of dollars of child support,is arrested, and goes directly to jail.He is stripped of his drivers licence, and eventually loses his job.
Another man does not pay several hundreds of thousands of dollars of income tax, and his consequences?
He is “embarrassed” in public by his co-workers, does not go to jail, and still receives paychecks derived in part, from the taxes the other man paid.

We have many laws.
We no longer have a functioning system of justice.
